DESCRIPTION OF PROPOSED CONSTRUCTION Reinforced concrete/steel arch shelters with reinforced concrete footings, foundations and floor slabs, and steel doors; rigid concrete access taxiways and aprons; flexible concrete shoulders; security fencing/lighting and storm drainage; utilities and necessary support. Includes aircraft sheltered parking space adjacent to main operational ramp. 11. REQUIREMENT: As required. PROJECT: Construction of three hardened aircraft shelters and access pavements, REQUIREMENT: Osan Air Base is a main operational base for the U.S. Air Force and is essential to the successful execution of contingency plans for the defense of South Korea. Without the protection afforded by hardened shelters, aircraft are vulnerable to ground and air attack by hostile forces. The PACAF goal is to provide protective shelters for all permanently assigned fighter aircraft as well as for those which would deploy intheater during a crisis. CURRENT SITUATION: The requirement for hardened shelters is being satisfied incrementally. Nine new shelters are being constructed under an FY 80 MCP project. There are 59 shelters without protective doors; 50 existing shelters are being fitted with protective doors, 28 under the FY 81 MCP and 22 under the FY 82 MCP. The remaining nine shelters will be provided with doors in an outyear program once siting/configuration problems are resolved. Approval of this FY 83 project will leave a deficit of 12 shelters at Osan to be programmed in future program years. IMPACT IF NOT PROVIDED: Combat aircraft will be exposed to ground and air attack and the phased correction of this deficiency will be delayed.

10. DESCRIPTION OF PROPOSED CONSTRUCTION
Structural Repair Shop: Reinforced concrete foundation and slab, ma sonry
walls and steel roof. Includes shop space, all utilities and necessary
support. Avionics Shop: All structural, mechanical and electrical altera-
tions to provide an effective functional facility. Includes shop, storage
and administrative areas. External Tank Maintenance Facility: Reinforced
concrete foundation and slab with pre-engineered metal building. Includes
maintenance, storage and administrative areas; all utilities and necessary

support. Add to and Alter Precision Measurement Equipment Laboratory:
Reinforced concrete foundation, slab and roof with masonry walls. All
structural, mechanical and electrical alterations to provide an effective
functional facility; includes calibration and repair areas. Engine
Inspection and Repair Shop: Reinforced concrete foundation, slab, walls
and roof. Includes maintenance, storage and administrative areas; all util-
ities and necessary support. Hydrazine Servicing Facililty: Reinforced
concrete foundation, slab and roof with masonry walls. Includes ser-
vicing, storage, equipment and personnel changing areas; all utilities and
necessary support. Engine Test Stand and Power Check Pad: Reinforced
concrete foundation and slab. Includes engine test area and aircraft test
areas; all utilities and necessary support.
11. REQUIREMENT: As Required
PROJECT: Alter/construct maintenance facilities in support of weapons

system (Commando Falcon) beddown.
REQUIREMENT: Properly sized and configured facilities are required to
maintain and repair aircraft, components and equipment associated with
Commando Falcon aircraft shceduled for beddown at Osan.
