10 DESCRIPTION OF PROPOSED CONSTRUCTION Land Acquisition, including real estate interests in fee or restrictive easements, to establish necessary expanded clear zones as part of the Air Installation Compatible Use Zone program within the Continental United States. Provides expanded clear zones extend ing to 3,000 feet from runway thresholds (at the ends of the runways). 11. REQUIREMENT: As Required.

PROJECT: To acquire in fee or restrictive easement the necessary land interest for expanded clear zones at the ends of the runway. REQUIREMENT: As part of the Air Installation Compatible Use Zones (AICUZ) program, expanded clear zones have been delineated and identified for property rights acquisition to prevent development in this high accident potential area.

CURRENT SITUATION: Expanding developments accompanying recent population growth in urban areas have resulted in progressive encroachment upon Air Force installations. The Department of Defense is giving priority attention to protecting the operational capability of airfields by acquiring necessary interests in land around affected installations. When this program started 64 of 86 CONUS bases (now 68 of 93 due to base closures and the inclusion of auxiliary airfields) subject to AICUZ did not have expanded clear zones under Air Force control. Of the 68, 12 were included in the 10 USC 2672 minor land acquisition authority and 49 are being accomplished from 1982 and prior programs. This request will satisfy expanded clear zone requirements at one of the remaining seven locations.

IMAPCT IF NOT PROVIDED: Continued urban encroachment upon Westover Air Force Reserve Base, Massachusetts, which has high accident and noise potencation of flying operations to installations where land use is controlled. This could the possibility curtailment 1
