Mission or Major Functions: The mission of this base is to support an Air National Guard tactical fighter Squadron of F-106s and Combat Support Group, a Strategic Air Command missile warning squadron and a communications squadron.

10 DESCRIPTION OF PROPOSED CONSTRUCTION

Reinforced concrete footings, beams, floor slabs, roof and walls, special air conditioning for environmental control, raised computer flooring, fire protection systems, Radio Frequency Interference (RFI) shielding, utilities, communications ducts and necessary support. Includes radome disk antenna foundation and equipment facility containing communications, power, battery, cable tray, maintenance and supply areas; access roads and site improvements.

Air Conditioning - 26 Tong II. REQUIREMENT: 3,000 SF ADEQUATE: 0 SUBSTANDARD: 0 PROJECT: Construct a satellite communications ground terminal. REQUIREMENT: Properly sized and configured facilities are required to house a Defense Satellite Communications System (DSCS) ground terminal. The DSCS provides long distance communications with a Jam Resistant Secure Communications (JRSC) system to support critical command, control, intellit gence, and warning activities, as well as the National Command Authorities The DSCS is an important component in the worldwide defense communications system and must be able to provide rapid and reliable service. This terminal will be an essential link in the missile warning network and will handle traffic in both voice and data modes. CURRENT SITUATION: Currently, there is no DSCS terminal for this site. Existing long distance communications links to NORAD are now routed throug various circuits via leased terrestrial links and commercial satellite links. These circuits do not provide essential JRSC features and do not provide an adequate, survivable and non-vulnerable communications network. IMPACT IF NOT PROVIDED: The DSCS will continue to rely on the vulnerable Teased circuits for critical warning and assessment communications.

10. DESCRIPTION OF PROPOSED CONSTRUCTION Land Acquisition, including real estate interests in fee or restrictive easements, to establish necessary expanded clear zones as part of the Air Installation Compatible Use Zone program within the continental United States. Provides expanded clear zones extending to 3,000 feet from runway thresholds (at the ends of the runwways) 11.

REQUIREMENT: As Requied. PROJECT: To acquire in fee or restrictive easement the necessary land interest for expanded clear zones at the ends of the runway. REQUIREMENT : As part of the Air Installation Compatible Use Zones (AICUZ) program, expanded clear zones have been delineated and identified for property rights acquisition to prevent development in this high accident potential area. CURRENT SITUATION: Expanding developments accompanying recent population growth in urban areas have resulted in progressive encroachment upon Air Force installations. The Department of Defense is giving priority attention to protecting the operational capability of airfields by acquiring necessary interests in land around affected installations. When this program started, 64 of 86 CONUS bases (now 68 of 93 due to base closures and the inclusion of auxiliary airfields) subject to AICUZ did not have expanded clear zones under Air Force control. Of the 68, 12 were included in the 10 USC 2672 minor land acquisition authority and 49 are being accomplished from 1982 and prior programs. This request will satisfy expanded clear zone requirements at one of the remaining seven locations. IMAPCT IF NOT PROVIDED: Continued urban encroachment upon Otis Air National Guard Base, Massachusetts, which has high accident and noise potential.

This could result in the ultimate possibility of curtailment or location of flying operations to installations where land use is controlled. DD
