REQUIREMENT : A properly sized and configured facility is required to house the new Phase IV computer. The Phase IV computer acquisition program affects every USAF installation and represents a $50 million annual savings Air Force wide by replacing obsolete Burroughs 3500/3700/4700 and Univac 1050-II computers. It is necessary to support essential weapon system maintenance and supply activities, and permit more effective management of personnel, financial, engineering, and equipment resources at base level. This computer system is scheduled for delivery in August 1984. CURRENT SITUATION: The two existing computers to be replaced by the Phase IV computer are located in separate substandard facilities. The physical limitation within these facilities will not permit installation of the new Phase IV computer. There is no other facility available that meets the required space criteria. ON BASE REQUIREMENT: 1485 PN ADEQUATE: 840 PN SUBSTANDARD: 0 PN PROJECT: Construct two new unaccompanied enlisted housing facilities. REQUIREMENT: A major Air Force objective is to provide unaccompanied enlisted personnel with housing that will be conducive to their proper rest, relaxation and personal well being. Properly designed and furnished quarters which provide some degree of individual privacy are essential to the successful accomplishment of the increasingly complicated and important jobs these personnel must perform. The lack of such quarters is an irritant to these personnel and a known contributor to low re-enlistment rates. The Air Force should remove this irritant to maintain an effective force of experienced airmen. CURRENT SITUATION: There are currently no facilities available to accommodate the on base personnel. This project is phase one of a two phase program which will eventually provide upgraded quarters to meet the full programming need for the base. When this project is completed, 73% of that goal will be reached. IMPACT IF NOT FUNDED: Adequate living quarters for unaccompanied enlisted personnel, grades E-1 through E-4, will continue to be unavailable resulting in degradation of morale, productivity, and career satisfaction.
