10 DESCRIPTION OF PROPOSED CONSTRUCTION

Construct launch facility additions/ modifications such as gaseous oxygen vent hood arm, orbiter avionics simulator provisions, intermediate hypergolic spill accommodations, Access Tower thermal protection application, payload processing facility oxidizer load capability, launch pad environmental control system improvements, payload cabling provisions, emergency egress system installations, Mobile Service Tower platform relocation, and Solid Rocket Booster / External Tank preloading provisions. Alter various STS facilities to accommodate the installation of equipment that will be used in direct support of the STS mission. Includes various elements of construction and provides the necessary additions/modifications for a complete and usable facility. 11. REQUIREMENT: As Required.

PROJECT:

Construction and modification to facilities for STS operations at Vandenberg AFB.

REQUIREMENT: Adequate facilities are required to support Space Transportation System launch operations in a safe and reliable manner. Additions and modifications to existing and presently planned launch facilities are required to accommodate changes in system requirements, STS flight vehicle characteristics, and Payload/Spacecraft processing operations. These facilities modifications are part of the joint NASA-DOD effort, as directed by presidential Task Group in 1969 to provide an increased national capability for access to space. Adequate provisions in existing and newly constructed facilities must be made to permit the installation and operation of support equipment systems resulting from changes in STS program directives and requirements, STS flight vehicle elements, support equipment hardware configurations, and operational procedures. Work includes change orders and valid changes that were previously authorized and were

deferred to accomplish changes that were time-sensitive. CURRENT SITUATION: STS launch facilities are currently under construction at VAFB. Recently revised system requirements, flight vehicle hardware characteristics, and payload processing operations cannot be accommodated without the proposed facility additions/modifications. Provisions are being made in present launch facility construction activities to incorporate features that will minimize retrofit impacts associated with the modifications proposed by this project.

IMPACT IF NOT PROVIDED: If this project is not approved, Space Transporta tion System launches could not be safely conducted from Vandenberg AFB.

10. DESCRIPTION OF PROPOSED CONSTRUCTION Construct a 229' high, 156' long & 169' wide (approx), steel, with metal siding, rail-mounted, mobil structure. Construct directly related additions (foundations, rails and tie-downs) & modifications to existing & planned STS launch complex facilities including replacing the west wall of the launch mount with a hinged wall and modifying the Mobile Service Tower to allow for a weather seal between the 2 structures.

11. REQUIREMENT: As required.

12 PROJECT: Construct & modify launch complex facilities to erect, mate, service and test Space Shuttle in a sheltered environment.

REQUIREMENT: Facilities are required to provide protection from adverse weather conditions during assembly of the Solid Rocket Booster Segments, the External "ank & the Orbital Flight Vehicle. These facilities are part of the joint NASA-DOD effort, directed by Presidential Task Group in 1969,

CURRENT SITUATION: Presently planned facilities & equipment systems provide no weather protection & are not adequate to support required assembly operations in a manner that is responsive to mission launch schedule needs. Recent weather data analyses coupled with newer, more stringent NASA integration mating operation within launch schedule constraint with the present unprotected system is less than 50%. At Eastern Launch Site this activity is performed within the Vertical Assembly Building. IMPACT IF NOT PROVIDED: There is a high risk that the Flight Vehicle and/ or the External Tank could be damaged during assembly operations. Delays in accomplishing necessary pre-launch operations will result in extensive costs resulting from inefficient use of ground operations personnel and vehicle hardware.
