This work must be completely curtailed during inclement weather (rain, high winds and dust) which creates undesirable delays and backlog. Other deficiencies in the existing facilities include inadequate engine exhaust removal, emergency drainage systems for flammable liquids and floor drains plus rough, cracked and patched floors. Much of the outside pavement is such that it cannot support jacking of large vehicles and equipment during maintenance. In addition, fuel spills outside could drain directly onto soil or into storm drains. IMPACT IF NOT PROVIDED: Continued lack of capability to provide adequate and timely maintenance of the current and projected fleet of vehicles that provide direct support to the space shuttle and MX missions as well as perpetuate the unsafe, inefficient conditions that now exist which endanger personnel, equipment and the surrounding environment.

10. DESCRIPTION OF PROPOSED CONSTRUCTION Reinforced concrete footings, foundation and floor slab, metal walls, structural steel frame and roof system with built-up roof, solar heated domestic hot water, special fire suppression systems, utilities and necessary support. Includes computer and storage and maintenance areas, technical support, storage, and mechanical space. Air Conditioning 140 Tons 563,000 SF SUBSTANDARD:

11. REQUIREMENT: 630,000 SF ADEQUATE: PROJECT: Construction of a facility for a new Range Safety Processing Center (RSPC). REQUIREMENT: A major responsibility of the Western Space and Missile Center during Missile Launch operations is the protection of life and property from errant or malfunctioning missiles. A highly reliable, fully redundant real time range safety computer system and associated support equipment are required to provide necessary launch vehicle performance data to the Missile Flight Control officer who must decide when and where to destroy errant missiles. The Range Safety Processing Center (RSPC) is needed to provide the permanent facility to house the new Metric Data Processing System (MDPS), associated classified magnetic media storage and operations/maintenance personnel which will perform this function. RSPC must be collocated with the Range Control Center to allow a central computer complex and eliminate classified data transmission problems. CURRENT SITUATION: The IBM 360/65 computer system currently used for real time range safety support is not fully redundant and inadequate to support MX and Space Shuttle launches. The absence of a fully redundant system requires waivers to safety criteria for real time range safety support. The MDPS must be operational before the existing system can be deactivated

When the MDPS becomes operational the space housing the IBM 360/65 will be used for other telemetry validation and meteorological data processing systems.

IMPACT IF NOT PROVIDED:

Implementation of the MDPS will be seriously

impaired. The system will be operated from a remote temporary facility as trailers requiring secure communications lines to the Range Control Center (Bldg 7000) and transportation of classified magnetic media data. for the MX and Space Shuttle programs will be degraded.
