Necessary utilities to include water, gas, electric and waste treatment facilities. Site improvements to include grading, drainage, drainage structures, roads, parking and walks. 11. REQUIREMENT: As Required. PROJECT: Land acquisition, utilities and site improvements for an STRC. REQUIREMENT: A new concept in bomber flight crew training which will provide concentrated and realistic training on a regular and continuous basis requires adequate land on which the construction of operational and support facilities can be accomplished. CURRENT SITUATION: There are no existing sites which can be used to support this new training concept. The proposed STRC includes areas in Montana, North and South Dakota and Wyoming. This is the first of six proposed sites for the range. This first site has no existing government owned land or facilities which can be used. Existing radar bomb scoring (RBS) sites in these states are not properly located and do not have adequate facilities. These RBS sites cannot provide the low level penetration and weapons delivery tactics necessary to improve crew skills which are required to maintain peak proficiency. Neither can these sites provide the wide diversity of low level routes, varied geographical environment, ground threats, nearly continuous and varied threats and remote locations required for crews to gain experience in evasive and defensive tactics to enable them to counter such threats in a real wartime scenario.
