Mission or Major Functions: Active mission support activities include a Major Command Headquarters responsible for management, command, control and direction of all assigned Strategic Air Command units; a Strategic Reconnaissance Operational Wing consisting of C-135 and one squadron of KC-135 aircraft which perform strategic reconnaissance; an Aerospace Reconnaissance Technical Wing which provides intelligence for strategic contingency planning, and targeting and defense analysis; and two Airborne Command and Control Squadrons consisting of EC-123 and E-4 aircraft which maintain an alert force.

All electrical, structural, and mechanical work required to provide functional communications-receiver and training facilities. Concrete walls, Radio Frequency Interference shielding, raised computer flooring, special fire suppression, roads, utilities and necessary support.

11. REQUIREMENT: As Required

PROJECT: Add to and alter communications facilities to support the Defense Meterological Satellite Program (DMSP).

REQUIREMENT: Facilities of adequate size and configuration are required to accommodate equipment and personnel associated with the DMSP. Additional equipment is planned to enhance communications support for these essential operations and this project is required to provide the necessary additional space for this new equipment.

CURRENT SITUATION: Currently, the DMSP is totally occupied. The current physical limitations of this space will not permit installation of the new communications support equipment. Enlargement and reconfiguration of this space are necessary to adequately accommodate the new equipment and support functions.

IMPACT IF NOT PROVIDED:

Without this project the DMSP enhancement cannot

be accomplished.

11. REQUIREMENT: 21,400 SF ADEQUATE: 9,200 SF SUBSTANDARD: 0 PROJECT: Construct a satellite communications ground terminal to accommodate new equipment.

REQUIREMENT: Properly sized and configured facilities are required to house a Defense Satellite Communications System (DSCS) ground terminal and associated equipment. The DSCS provides long distance communications with a Jam Resistant Secure Communications (JRSC) system to support critical command, control, intelligence, and warning activities, as well as the National Command Authorities.

CURRENT SITUATION: The existing ground terminal is too small to accommodate expanded DSCS communications functions, due to inadequate capacities and the use of analog equipment which is rapidly becoming obsolete. There is no space available to install new equipment with its increased capacity and reliability. This project will provide the necessary space to support the enhancement of the DSCS network and provide improved antijam capability with radio frequency shielding.

IMPACT IF NOT PROVIDED: The substandard conditions will continue to exist, thus jeopardizing the overall DSCS mission and denying SAC the quality of communications required to support the mission.
