10 DESCRIPTION OF PROPOSED CONSTRUCTION Reinforced concrete foundation and floor slab, steel frame and roof with built-up roof, utilities and necessary support. All electrical, structural and mechanical alterations necessary to provide an effective, functional facility. Includes areas for medical and dental treatment, support services and hospital management. 11. REQUIREMENT: 360,360 SF SUBSTANDARD: 207,610 SF PROJECT: Add to and alter existing composite medical facility to upgrade substandard clinic, laboratories and patient examination areas. REQUIREMENT: A composite medical facility of sufficient size and functional configuration is needed to meet the total medical needs of the military community.

CURRENT SITUATION: Many of the professional and administrative areas have been compressed or dispersed, to the point of ineffectiveness, to make room for patient care. There are insufficient doctor's offices/examination rooms to accommodate all of the physicians and physician extenders. In addition, the hospital has fire safety/fire protection deficiencies violating OSHA and NFPA codes. These deficiencies and violations directly affect the health and safety of in-patients and staff.

IMPACT IF NOT PROVIDED: The facility condition will remain substandard. The hospital's future accreditation by the Joint Commission on Accreditation of Hospitals will be placed in jeopardy.

All electrical, structural, and mechanical work necessary to upgrade existing housing to acceptable standards of livability. Includes installation of baths, interroom noise attenuation, improved personnel safety and energy conservation features. Also includes bedrooms, closets, lounges, centralized storage, laundry, and support space. Grade Mix: 432 E1-E4. 11. ON BASE REQUIREMENT: 1280 PN ADEQUATE: 142 PN SUBSTANDARD: 1272 PN PROJECT: Alter three existing unaccompanied enlisted housing facilities. REQUIREMENT: A major Air Force objective is to provide unaccompanied enlisted personnel with housing that will be conducive to their proper rest, relaxation and personal well being. Properly designed and furnished quarters which provide some degree of individual privacy are essential to the successful accomplishment of the increasingly complicated and important jobs these personnel must perform. The lack of such quarters is an irritant to these personnel and a known contributor to low re-enlistment rates. The Air Force should remove this irritant to maintain an effective force of experienced airmen.

CURRENT SITUATION: The facilities to be upgraded were constructed in 1953/4. They have inadequate lighting, poor insulation and sound attenuation, obsolete electrical and mechanical systems and central latrines. This project is phase two of a four phase program which will eventually provide upgraded quarters to meet the full programming need for the base. When this project is completed, 45% of that goal will be reached. IMPACT IF NOT FUNDED: Substandard living conditions will persist at the base and the morale, productivity and career satisfaction of the enlisted force will continue to be degraded.

Mission or Major Functions: Active mission support activities include a Heavy Bombardment Operational Wing including a B-52 squadron which performs combat crew training, and two KC-135 squadrons, one which performs combat crew training and one which maintains an alert force; and an Aerospace Defense Command F-106 Tenant Fighter Interceptor Squadron which performs air defense and maintains an alert force.
