All civil, structural, electrical, and mechanical work necessary to convert one high temperature hot water boiler from oil fired to burning a coal-oil mixture. Includes construction of 150,000 gallon insulated storage tank, insulation of existing tanks, ash handling system, pollution control equipment, monitoring instrumentation, and all other utilities and support to provide a complete, usable facility. Provide capability for future tie-in to base Energy Management Control System. 11. REQUIREMENT: As Required PROJECT: Provides necessary modifications to one boiler of the Central Heat Plant to enable it to burn a coal/oil mixture (COM). REQUIREMENT: The Air Force must reduce dependence on and consumption of fuel oil to meet its Facility Energy Plan and Executive Order 12003. This project will aide in reducing consumption of fuel oil by enabling the heat plant to burn a coal/oil mixture. This project will serve as a test case to assess the feasibility of Air Force wide use of COM technology. CURRENT SITUATION: The central heat plant presently operates two boilers on line, with one back up boiler. Each on-line boiler consumes an average of 1.3 million gallons/year of fuel oil. 1.4 million gallons/year of COM would be required to produce an equivalent amount of heat in a boiler converted to burn COM. Since the COM is only 50% oil, the use of the COM will reduce fuel oil consumption by approximately 650,000 gallons/yr.
