REQUIREMENT: A facility of adequate size and configuration is required for the storage of bulk and bin items to support base and flying operations. Functions associated with these support activities include receiving, processing, storing, controlling and issuing parts and supplies.

CURRENT SITUATION: Currently these activities are housed in all or part of twenty-two facilities, most of which were built with a ten-year life expectancy. These old facilities have deteriorated beyond economical repair. They are poorly configured, lack adequate lighting, environmental controls and energy conservation features and have numerous fire protection deficiencies. In addition, the fragmented and dispersed functions degrade the mission support capabilities. This project will provide the necessary facility support to correct these problems.

IMPACT IF NOT PROVIDED: Mission-essential logistics support activities will continue to be conducted ineffectively in substandard dispersed facilities.

ON BASE REQUIREMENT: 895 PN ADEQUATE: 24 PN SUBSTANDARD: 547 PN PROJECT: Construct a new unaccompanied enlisted housing facility. REQUIREMENT: A major Air Force objective is to provide unaccompanied enlisted personnel with housing that will be conducive to their proper rest, relaxation and personal well being. Properly designed and furnished quarters which provide some degree of individual privacy are essential to the successful accomplishment of the increasingly complicated and important jobs these personnel must perform. The lack of such quarters is an irritant to these personnel and a known contributor to low re-enlistment rates. The Air Force should remove this irritant to maintain an effective force of experienced airmen. CURRENT SITUATION: There are currently not enough facilities to accommodate the on base requirement. This project is phase one of a two phase program which will eventually provide upgraded quarters to meet the full programming need for the base. When this project is completed, 21% of that goal will be reached.

IMPACT IF NOT PROVIDED: Substandard living conditions will persist at the base and the morale, productivity and career satisfaction of the enlisted force will continue to be degraded.
