10 DESCRIPTION OF PROPOSED CONSTRUCTION
Reinforced concrete foundation and floor slab, steel structure with metal
skin, solar domestic hot water, utilities and necessary support. Includes
areas for aircraft maintenance, shops, material storage and maintenance
management.
11. REQUIREMENT: 69,000 SF ADEQUATE: 45,000 SF SUBSTANDARD: 8,000
PROJECT: Construct a general purpose maintenance shop for C-130 aircraft.
REQUIREMENT: An adequate facility, properly sized and configured, is
required to provide inside space for maintenance of C-130 aircraft. This
provides necessary facility support for scheduled maintenance, inspec-
tions, repairs and modifications required for compliance with technical
orders. Adequate space must be made available to accommodate these
activities and assure the safe, efficient and secure accomplishment of
work tasks.
CURRENT SITUATION: There is an insufficient number of aircraft main-
tenance facilities available to accommodate assigned aircraft. Available
maintenance facilities are either fully used or too small for C-130
aircraft. The use of outside ramp space for maintenance work is inef-
ficient and interferes with essential flightline operations activities.
The requested project provides the facilities to support effective and
safe maintenance of aircraft.
IMPACT IF NOT PROVIDED: Maintenance will continue to be performed on the
ramp subject to weather delays and interference. Requiring maintenance
personnel to work under inefficient conditions increases the potential for
errors and poor maintenance.

Reinforced concrete footings and floor slab, pre-engineered metal structure. Utilities and necessary support. Includes bays for lubrication, inspection, general repair and replacement of major assemblies; welding, testing, cleaning and minor parts fabrication. Also includes material and maintenance control and analysis; and open storage. 11. REQUIREMENT: 80,600 SF ADEQUATE: 51,200 SF SUBSTANDARD: 18,700 SF PROJECT: Provides an addition to Heavy Equipment Shop. REQUIREMENT: À facility is required for inspecting, servicing and repairing large, heavy equipment in a timely manner. Such equipment is used in support of the center's test and evaluation mission and in normal base support. CURRENT SITUATION: The heavy equipment maintenance operation is presently housed in two buildings. One, an eight year old structure, is too small to accommodate the larger sized equipment and is therefore used primarily for repair of smaller mowers, sweepers and tractors. The second, an old deteriorated wooden structure with restrictive ceiling and door heights lacks an adequate exhaust system, latrines and sufficient floor space to allow drive-in servicing. Consequently, larger equipment must be disassembled to enter this facility and reassembled outside after repair. This causes long delays in returning equipment to service. The remaining deficiency will be programmed in a future Military Construction Program. IMPACT IF NOT PROVIDED: Test and development missions will continue to suffer from delays in providing working heavy support equipment. Substandard working conditions will continue to impact workforce productivity.
