Active mission support activities include AFLC Headquarters responsible for management, command, control and direction of worldwide logistics support for all aircraft weapons systems, missiles and related components; AFSC Aeronautical Systems Division, Air Force Wright Aeronautical Laboratories including Air Force Materials, Avionics, Flight Dynamics, Aero Propulsion Laboratories, Aerospace Medical Research Laboratories and Foreign Technology Division.

10. DESCRIPTION OF PROPOSED CONSTRUCTION Reinforced concrete footings and elevated floor slab, pre-engineered metal building. Upgrading airfield apron, taxiway and shoulders. Utilities and necessary support. Includes receiving, processing, palletizing, loading/unloading, air freight handling system, administrative, storage, equipment and mechanical space. 11. REQUIREMENT: 60,000 SF ADEQUATE: 0 SUBSTANDARD: 32,763 SF PROJECT: Construction of an air freight terminal to replace a substandard facility.

REQUIREMENT: An adequately sized and configured air freight processing facility with modern materials handling equipment is required to provide rapid and efficient off-loading of cargo aircraft and trucks with a minimum of turn-around time.

CURRENT SITUATION: This terminal supports the northeastern and midwest portions of the United States, is a vital airlift point within the Logistics Airlift (LOGAIR) system, is an emergency aerial port of entry (APOE), and supports the Air Force tire storage and distribution center located at Wright-Patterson. Currently, cargo is processed through an existing substandard building which was originally designed to handle less than half of the projected workload of 140 tons per day. Modern materials handling equipment cannot be installed due to its size and configuration. This results in forced use of outside unprotected ramp storage to handle the overflow and causes multiple handling, exposure to the elements, continuous shifting of materials and excessive operating costs. IMPACT IF NOT PROVIDED: Wartime taskings, peacetime operations and customer support cannot be efficiently and effectively supported.

11. REQUIREMENT: 366,500 SF ADEQUATE: 167,750 SF SUBSTANDARD: 193,000 PROJECT: Construct a non-metallic materials laboratory. REQUIREMENT: The Materials Laboratory (Non-Metals) is the Air Force organization charged with planning and executing the USAF exploratory and selected advanced development and research programs for non-metallic materials. These materials extend system life, reduce fabrication and maintenance costs, and provide critical new capabilities for satellite, strategic/tactical missiles and aeronautical weapon systems. A flexible environmentally controlled facility for sensitive material experiments and instruments is mission essential.

CURRENT SITUATION: Non-metallic materials laboratory work is being performed in three separate buildings constructed over 50 years ago as shops and warehouses. In-house research in fluids, lubricants, surface interactions, seal and sealant elastomers, adhesives, resins, and polymers involve chemicals and ingredients and delicate instruments that are extremely sensitive to temperature, humidity and contaminants. Fluctuation of these environmental conditions destabilizes the experimental samples and instruments, thus meaningful research data is not obtained. Many of the materials required in this research are flammable, toxic or noxious. Hoods and other equipment and procedures are employed to insure safe operation but accidental spills cannot be promptly purged from the work areas and the entire building must be vacated.
