10 DESCRIPTION OF PROPOSED CONSTRUCTION Construct a concrete pad and foundation for installation of one noise suppressor. Connect the pad with an existing access taxiway and provide electrical service, water supply, storm drainage, waste water collection system and oil separator. Noise suppressor will be furnished and installed with other appropriations. 11. REQUIREMENT: 847 SY. ADEQUATE: 0. SUBSTANDARD: 0. PROJECT: Provides adequate facilities for conducting aircraft full power checks and jet engine testing in support of high performance fighter aircraft.

REQUIREMENT: Provide a facility to trim, leak check, and test a raw jet engine, or in-aircraft testing, under conditions which limit noise transferrence to the immediate environment.

CURRENT SITUATION: Power check pads are not equipped with noise suppressors and are located on end of runway aircraft holding pads. Noise generated during power checks has resulted in complaints from base personnel and off-base residents.

IMPACT IF NOT PROVIDED: Continued use of open power check pads for power check and engine testing operations will result in increased complaints. Base personnel working in the vicinity of the check pads may suffer hearing loss due to the high noise level when aircraft engines are being run up. Construction of this facility will assist the unit in attaining a high degree of readiness.
