PART II - JUSTIFICATION OF FUNDS REQUESTED

The funds required for Minor Construction, $3,000,000 will provide for those unforeseen projects arising during the course of the year in which the urgency is such that they cannot await inclusion in the next regular Military Construction Program for the Air Force Reserve.

Program Special Considerations

Evaluation of Flood Hazards

Proposed land acquisitions and installation construction work have been master planned to prevent the uneconomic use of flood plains and to reduce the risk of flood losses. Project planning is in accordance with the requirements of Executive Orders No. 11296, 11988 and 11990.

Fallout Protection

In accordance with Section 610 of Public Law 89-568, as amended, the designs of military construction facilities in this program have been prepared to maximize fallout protection. Fallout shelters have been excluded from amenable structures only for the following reasons: (1) Adequate protection areas are available to fulfill a station's requirements; or (2) The presence of personnel during period of fall-out radiation would impair facility operations; or (3) Economic limitations necessitated either deferral or accomplishment by some other

means.

Pollution Abatement

The design of proposed military construction projects includes, where appropriate, the provision of facilities for air and water pollution control in accordance with Executive Order No. 11752.

Military construction projects proposed primarily for abatement of existing pollution problems at Air Force Reserve installations have been reviewed for air and water pollution abatement by the Environmental Protection Agency. Each project is designed to correct an existing pollution problem in accordance with specific requirements.

Energy Conservation

Proposed Military Construction projects specifically for energy conservation at Air Force installations have been developed, reviewed and selected for early economic pay off and maximum reduction of energy consumption. Projects include improvements to existing facilities and utilities systems to upgrade design, eliminate waste, and install energy saving devices. Criteria for all new facility construction in the Military Construction, Air Force Reserve Program requires that the design, materials, and operational facilities will provide for a maximum reduction of energy consumption.
