Two 35 ft. diameter by approximately 15 ft. high vertical above ground welded steel construction covered floating pan storage tanks located within two concrete covered earth dikes. A concrete parking area to accomodate up to four refueling vehicles; drainage system from dikes, loading, and parking areas to underground closed concrete two stage gravity type oilwater separator. Petroleum Operations Building with concrete foundation and floor, masonry walls, and built up roof. Area includes: Quality Control Laboratory, Class Room, Ready Room, Administration, Locker Room, Toilet Facilities, and Mechanical Equipment Room. Exterior utilities and support.

REQUIREMENT:

5,000 BBL. ADEQUATE: -0-.

SUBSTANDARD: 7,140 BBL. PROJECT: A centralized facility to provide complete facilities for the receiving, storage, dispensing, and quality control of grade JP-4 Jet engine fuel to support flying operations of the 145th TAGP.

REQUIREMENT: An adequate fuel dispensing system is essential to support the flying mission of the 145th TAGP.

CURRENT SITUATION: The existing POL system was constructed in the early 1940's and requires excessive maintenance. The operating storage tanks are located adjacent to the aircraft ramp and fire ball, which constitutes a safety hazard. Excessive maintenance is required to keep the system operational. Frequent shutdowns have occured which have directly affected the flying mission. Sixteen base fuels personnel are presently occupying an area in the end of a World War II mobilization type barracks building. IMPACT IF NOT PROVIDED: Mission effectiveness of the 145 Tactical Airlift Group will be adversely affected by the condition and location of the existing POL System
