DESCRIPTION OF PROPOSED CONSTRUCTION Multi story, steel framed, masonry walled administrative building. Concrete foundations; concrete floors; brick/masonry exterior walls; built-up roof; insulated glass windows and doors, insulation as requried; electrical and communication requirements to be provided, facility has classified areas. Demolition of roadways, miscellaneous structures (7) and other site improvements are required. Air Conditioning: 200 tons

11. REQUIREMENT: 87,500 SF.

ADEQUATE : -0- SUBSTANDARD: 46,234 SF. PROJECT: Construction of a facility to house the Air National Guard Support Center.

REQUIREMENT: The ANG Support functions require an adequate, centralized facility in which to implement and disseminate the policies and directives made in DOD, SAF and NGB which are related to the total ANG. The base level programs and activities generated by Support Center actions are administered directly from the Center requiring close coordination between individuals at the headquarters and at base.

CURRENT SITUATION: The ANG Support Center functions are presently located at a number of installations and in numerous facilities. The majority of the functions are located at Andrews AFB, MD in Air Force base facilities or in rented office space in the Washington DC vicinity, with two addition al functions located at Buckley Field, CO and Lambert-St Louis, MO. The widely dispersed locations of the support functions create serious supervisory control problems and inefficiency. The Support Center functices are projected to expand from a current authorized level of 173 to approximately 300 in 1984. Mission changes and increases, communication equipment upgrades, unit moves, and weapon system conversions will continue to

increase commensurate with the continuing growth of the ANG role in national defense as an integral part of the total Air Force. All facilities currently in use will either be returned to the installation to satisfy other requirements or committed for disposal.

IMPACT IF NOT PROVIDED: Inefficiencies and command and control problems caused by functional dispersion will continue and can only become more critical as the ANG total force role expands. Without this facility, if the existing situation is allowed to continue, support of ANG units could be impared which could cause reduction in ANG operational readiness and capability vital to the national defense.
