10 DESCRIPTION OF PROPOSED CONSTRUCTION Expansion and alteration to existing traint

ing building and alteration to maintenance shop. Construction to be compatible with existing, i.e., concrete, concrete-block, structural steel, built-up roof and concrete floors. New addition will include authorized admin area, toilets, unit storage and locker area. Alterations will include conversion of existing space to provide learning center, training aids and storage, expansion of kitchen, counseling room and technician offices. OMS alteration will provide a shop office, supply room, toilet, battery room and flammable storage area, and custodial room. AIR CONDITIONING: None.

REQUIREMENT: 17,275 SF ADEQUATE : 0 SUBSTANDARD: 13,826 SF PROJECT: Project provides for expansion and alterations to the existing USARC to provide a 150 member US Army Reserve Center and maintenance shop. REQUIREMENT: This project is to provide authorized/required adequate training areas for the home-station training, administration and maintenance functions of a civil affairs company. The facility does not provide space for training this large administration oriented civil affairs organization and is critically deficient in administrative (office) training space, library and learning center for the large quantity of area studies material, civil affairs reference material, training manuals and unit equipment storage. Lack of an adequate kitchen facility prevents this unit from training food service personnel in a garrison-type operation. A locker area and a training aids storage area are also required. The organizational maintenance shop has a need for functional maintenance and training areas. CURRENT SITUATION: The existing training building was constructed in 1956. The assembly hall wing and the organizational maintenance shop were con

structed in 1961. Though well maintained, the facility is inadequately DD on 1391

sized to provide the required functional space to perform optimum training requirements. The kitchen, toilets and particularly the unit storage and administrative areas are not large enough to accommodate assigned personnel. There is no counseling room, technician offices, learning center, training aids storage or locker area. The organizational maintenance shop lacks all required safety and functional training areas except for work bay space. IMPACT IF NOT PROVIDED: If this project is not approved, the affected unit will continue to train in the present restrictive, overcrowded facili ty but with a reduced capability for home-station skills qualification training and testing.
