DESCRIPTION OF PROPOSED CONSTRUCTION The USARC is a permanent structure with mechanical and electrical equipment with a separate Organizational Maintenance (OMS) / Area Maintenance Support Activity (AMSA) building.

Air Conditioning: 40 Tons. 11. REQUIREMENT: 39,740 SF Adequate: 0 Substandard: 31,295 SF PROJECT: Construct a 600 member Reserve Center with an Area Maintenance Support Activity and Organizational Maintenance Shop. REQUIREMENT: This facility is to house Engineer, Chemical and Signal Conpanies as well as a USAR School and AMSA with an authorized strength of 540 personnel. This facility will provide the necessary administrative space, training space, storage space and maintenance area to achieve the proficiency in required training and to accomplish the assigned readiness objectives and maintenance posture.

CURRENT SITUATION: Two of the units are currently housed in a substandard leased facility which is deficient in classrooms, kitchen facilities, latrines, administrative space, storage and maintenance facilities. The other two units are housed in a government owned facility constructed in 1960. Continued use would require complete renovation of the heating, ventilation and air conditioning system; insulation of buildings to meet 1985 energy guidelines; addition of admin, storage, maintenance space and a complete kitchen as well as military equipment parking space. IMPACT IF NOT PROVIDED: Assigned units will be required to continue to use the overcrowded and substandard facilities. These facilities do have an adverse effect on troop morale, recruiting and retention, readiness posture and the mission of the Area Maintenance Support Activity.
