The obligations for personnel are for Office, Chief of Engineer personnel who provide supervision inspection, and administrative support of construction and design contracts.

The intent of this program is to provide space and facilities required for training the Army Reserve. An essential requirement exists for new or expanded Army Reserve facilities in those areas where adequate training facilities are not now available. Construction is planned primarily in such areas to meet the urgent need for adequate facilities to train and maintain the units of the Army Reserve in a satisfactory state of mobilization readiness.

Section II

JUSTIFICATION OF FUNDS REQUESTED

The budget plan of $42,800,000 for FY 1983 will provide for construction of US Army Reserve facilities. Present facilities at many locations preclude adequate training for maintaining Army Reserve units at the required state of readiness. This budget includes funds for construction of 5 new Reserve centers and 4 maintenance facilities the expansion and/or alteration of 5 existing centers, and improvements to 2 field training sites. The request also includes funds for exigent minor construction and the planning and design of projects.
