JET FUEL STORAGE: Construct a 15,000 barrel JP-4 storage tank to meet operational requirements in support of Holloman's training mission. issues have increased 25 percent since 1979 to meet increases in F-15 & T-38 training sorties. Tankage must be available to permit the simultaneous resupply, by pipeline and tanker, and issue of JP-4. Fuel is often not allowed to stand two hours before being issued. This does not permit proper settling time or dissipation of static electricity. Without this project we'll have to continue to waive the safety requirements precluding simultaneous refilling and issuing of JP-4. without adequate storage, flying training may be curtailed.

ALTER PRECISION MEASUREMENT
EQUIPMENT LABORATORY (PMEL): Alter
an existing 8,260 SF facility to
convert it to a PMEL of adequate size
and configuration in which to per-
form precision testing, calibration
and adjustment of equipment.
Facility must have proper environ-
mental control, lighting and power.
The existing PMEL is too small and
lacks adequate electrical power and
environmental control. It is
located on the second floor of the
Missile Wing Headquarters building
which causes vibration problems and
makes calibration of testing equip-
ment difficult. This location also
limits the size of equipment that
can be brought into the lab.

ADD TO AND ALTER GYMNASIUM:
Construct a 5,200 SF addition to and
alter the existing gym to provide a
adequately sized and properly config-
ured physical fitness facility for
the needs of assigned personnel.
The existing gym is too small with
inadequate locker area, storage
space, and control counter for proper
entrance control and equipment
check in and out. Winters at this
northern tier base are so extremely
cold that outdoor recreation is
inhibited. The gym is a high use
facility and is open even in the
most extreme weather. This facility
is necessary to allow personnel the
opportunity to escape from their
jobs and dormitories for much needed
relaxation and physical fitness
training.

REFUELING VEHICLE SHOP: Construct a new 3,600 SF refueling vehicle maintenance facility to replace a substandard, oversized 58 year old building. An adequate facility is required to provide covered space for aircraft refueling vehicles and associated equipment. These vehicles must be maintained with proper lubrication, inspection and general repairs. The facility requires proper safety features to eliminate hazardous fuel vapors and provide a safe environment. The existing shop is in an old converted aircraft engine test building which is not configured for proper maintenance. It is a high fire and explosion risk due to substandard electrical wiring. Fuel spills cannot be contained and there is no oil/water separation capability. Its wood construction does not meet fire codes and cannot be upgraded. Its location near an on-base arterial road presents a hazard and is not energy efficient due to its oversize.
