CONVERT TO HEADQUARTERS COMPLEX Alter three existing facilities to accommodate combat support group staff functions. Currently, these activities are widely dispersed throughout the base in several deteriorated facilities that have exceeded their economic and structural life. As a result of this consolidation, energy savings and operations and maintenance savings will result in a payback of less than one year.

ADD TO CHILD CARE CENTER: Construct an 5,650 SF addition to the existing child care center to provide an adequately sized and configured facility for the proper care of children on a regular day care, drop-in and preschool basis. The existing facility is too small and provides only about 40 percent of the space necessary to handle the current child care requirement. Its capacity is only 81, which is filled daily, with a waiting list of children needing full-time care. This base is relatively isolated and available offbase child care is practically non-existent. Nonappropriated funds are not available for the proposed addition; the proposed center does not duplicate any adequate programs on base or in the local community; and charges to users will essentially cover the operation of the facility.

ALTER MISSILE ACCESS ROADS:

Construct widened turning radii to increase the current minimum turning radius at 103 existing missile access road intersections with state/county roads. The ability to turn safely onto the missile access roads and to exit safely from these roads must be improved to eliminate current unsafe conditions that exist due to the turning radii being too short at these 103 locations. These need to be enlarged to provide safe turning for the large, long missile carriers and other vehicles that must use these roads. The possibility of a vehicle overturning under the current conditions is high.

AIRCRAFT MAINTENANCE UNIT FACILITY: Construct a 7000 SF aircraft maintenance unit (AMU) facility for the maintenance support required for an additional F-16 squadron being built up during FY 82 and 83. Facilities are not available for this additional maintenance squadron.

SOUND SUPPRESSOR SUPPORT: Provide support construction concrete pad and utilities, required for the installation of sound suppressor equipment scheduled for delivery in May 1984. Sound suppressors are required to eliminate the health/occupational safety hazards and environmental problems associated with the high noise levels created by aircraft engine tests.
