UNIVERSITY OF CHICAGO JOURNAL OF THE HOUSE OF REPRESENTATIVES OF ALABAMA EXTRA SESSION, 1920. FIRST DAY. Montgomery, Ala., Tuesday, Sept. 14th, 1920. Be it remembered that on the 28th day of August, A. D. 1920, His Excellency Thos. E. Kilby, Governor of the State of Alabama, issued his proclamation convening the Legislature in extra session in words and figures as follows, to-wit: A PROCLAMATION BY THE GOVERNOR. Whereas, in my opinion an emergency exists requiring the action of the Legislature of Alabama concerning the matters hereinafter specifically mentioned. Now, therefore, I, Thomas E. Kilby, governor of the State of Alabama, do hereby call an extraordinary session of the Legislature to convene at the Capitol in the Senate Chamber and in the hall of the House of Representatives on Tuesday, the 14th day of September, 1920, at twelve o'clock noon; and I do hereby designate the following subjects and matters of legislation as those concerning which the action of the Legislature is deemed necessary, namely: 1. To provide the qualifications for and for the registration of electors and amend election laws. 2. To require State officials having offices at the Capitol to reside in Montgomery. (To correct error in legislation-Senate Bill 761.) 3. To authorize and empower the court of county commissioners, the board of revenue, or other governing body of the several counties of this State to issue interest bearing warrants of the county. (To correct error in legislation-Senate Bill 369.) 4. To regulate the feeding of prisoners in the county jail. (To correct error in legislation-House Bill 1042.) 5. Regulating the sale and exchange of gasoline, benzine, naphtha, and other liquid motor fuels, and providing for the tagging and inspection of such products. (To correct error in legislation-Senate Bill 611.) 6. Amend the bill commonly called "Blue Sky Law." (To correct error in legislation-House bill 634.) 7. Appropriation for necessary repairs to the Capitol building and executive mansion. 8. Increased appropriation for the law enforcement fund. 9. To provide for a convention for the purpose of altering or amending the Constitution of the State. 10. To appropriate money to defray the expenses of the special session hereby called. 11. To amend an act for the protection of human beings and of live stock of all kinds, etc., House Bill 281, so as to provide the method of enforcement. 12. To amend the act creating the Alabama Public Service Commission. In witness whereof, I have hereunto set my hand and caused the Great Seal of State to be affixed at the Capitol, in the city of Montgomery, on this the 28th day of August, 1920. THOS. E. In pursuance whereof, at the hour of 12 M., on Tuesday, the 14th day of September, 1920, the representatives in the Legislature of Alabama assembled in the Hall of the House of Representatives. The House was called to order by the Hon. Henry P. Merritt, Speaker of the House of Representatives. PRAYER. The session was opened with prayer by Dr. Chas. A. Stakely of the city of Montgomery. ROLL CALL. On a call of the roll of the House the following members answered to their names: Hon. E. H. Downs who was elected to succeed Hon. M. A. Graham as Representative from Autauga county, and Hon. W. H. Williamson, who was elected to succeed Hon. W. H. Stoddard, as Representative from Crenshaw county, and Hon. William Varner, who was elected to succeed Hon. Henry P. Merritt from Macon county, and Hon. E. B. Fite who was elected to succeed Hon. W. W. Hall from Marion county, and Hon. H. B. Fuller who was elected to succeed Hon. Walter B. Jones from Montgomery county, and Hon. R. A. Burleson who was elected to succeed Hon. P. M. Brindley from Morgan county, and Hon. C. F. Gilbreath who was elected to succeed Hon. J. M. Burns from Winston county, appeared and the oath of office was administered to each of them by Hon. Henry P. Merritt, Speaker of the House. RESOLUTION. The following resolution was introduced: By Mr. Sparks: H. R. 1. Resolved, That the House proceed at once to the election of officers. On motion of Mr. Sparks, the rules were suspended and the resolution was adopted. ELECTION OF SPEAKER. Mr. Tompkins nominated Hon. S. A. Lynne of Morgan for Speaker to succeed Hon. Henry P.
