FOREWORD

This committee print contains "Volume I-Findings and Recommendations" and "Volume II-Models of Evaluation Systems and Pay Structures" of the report of the Job Evaluation and Pay Review Task Force to the U.S. Civil Service Commission. Volume I includes the basic findings and recommendations of the task force, and volume II covers the detailed models of the recommended evaluation systems and pay structures.

The task force was established under the provisions of the Job Evaluation Policy Act of 1970, Public Law 91-216. The act requires the Civil Service Commission to present a final report to Congress which will include proposed legislation for reform of the various position classification systems used by the Federal Government.

The recommendations contained in this print represent only the recommendations of the task force to the Commission. The formal Commission report is due on or before March 17, 1972, and may vary in form and content. However, in view of the broad public interest in the work of the task force, it was felt that this print would be a useful and valuable tool during the hearings and public discussion which will follow the submission of the Commission's final report.

In compliance with the intent of Public Law 91-216, Job Evaluation
Policy Act of 1970, there is herein transmitted to the U. S. Civil
Service Commission the Final Report of the Job Evaluation and Pay
Review Task Force. This Report is in two volumes. VOLUME I contains
the Recommendations and Findings of the Task Force, the Transition
Plan, the Training Plan, Minutes of the Advisory Committee Meetings,
the Monthly Reports of the Task Force, and the Interim Progress Report.
VOLUME II contains models of the evaluation systems and pay structures
making up the Coordinated Job Evaluation Plan.

It is the view of the Task Force that this Final Report can be the
basis for the development by the Commission of a comprehensive report,
together with recommendations and a draft of the proposed legislation,
which can then be transmitted to the President and the Congress.
