WASHINGTON, D. C., February 22, 1919. DEAR MR. PRESIDENT: The trading with the enemy act, section 6, requires "that the President shall cause a detailed report to be made to Congress on the 1st day of January of each year of all proceedings had under this act during the year preceding. Such report shall contain a list of all persons appointed or employed, with the salary or compensation paid to each, and a statement of the different kinds of property taken into custody and the disposition made thereof."

I have the honor to submit a report of all proceedings had under said act during the year 1918 on the part of the Alien Property Custodian. I have deferred making the report beyond the time mentioned in the act in order to make it more nearly complete. At the end of the year 1918 I was in the middle of my selling program and many investigations of enemy property had not been completed. I think I am now able to say that practically all known enemy property in the United States has been taken over by me and is being administered according to the provisions of the trading with the enemy act. The more important of the properties which have been within the purview of our sales program have been disposed of. This report, therefore, is made as of the close of business on February 15, 1919. Full details with respect to all of the operations of this office appear in the following pages.
