Kansas, will be inactivated and that a significant manpower savings can be realized by its elimination. Therefore, by June 30, 1972, the Headquarters ACGS functions and responsibilities will be terminated at Forbes AFB and assumed by the 9th Weather Reconnaissance Wing, McClellan AFB, California, and Headquarters Air Weather Service, Scott AFB, Illinois, within existing manpower resources.

The 1st Aerial Cartographic and Geodetic Squadron (MAC) will remain at Forbes AFB with its mission curtailed due to reduced aerial survey requirements.

In compliance with the President's program of returning units from the Pacific area, we have selected Forbes AFB for the location of a returning C-130 squadron. In early 1973 a C-130 squadron will be assigned to the 313th Tactical Airlift Wing (TAWg) at Forbes AFB. However, we should note that as a part of our effort to meet directed manpower ceilings we will make a reduction in the programmed flying hour readiness capability at all Tactical Air Command bases including Forbes. This reduction will allow us to realize substantial manpower savings in the maintenance and support areas of the 313th TAWg.

As a result of all the above actions at Forbes AFB, there will be a reduction of 354 military authorizations and 32 civilian authorizations.

The Adjutants General of all States, Puerto Rico and the District of

1. The National Guard Bureau has been advised that the moratorium on technician classification actions has been lifted subject to certain controls and with the stipulation that decisions concerning pay questions must be obtained from the Office of the Comptroller General. 2. This letter represents the first step in a series of actions which will be required to fully reinstate normal technician classification actions. In order to prevent voids in receipt of information we will include a number following the Office Symbol on this and subsequent letters until all instructions concerning the release from the classification moratorium are completed.

3. Effective upon receipt of this letter all newly hired technicians
or technicians reassigned to any position listed in the Attachments to
this letter will be employed at a grade not to exceed that shown for
the position. The corresponding job descriptions in Technician Per-
sonnel Pamphlet (TPP) 901 are released and made applicable to these
technicians and no others. The job descriptions attached to this
letter replace those presently in TPP 901 and those descriptions to
be replaced will be destroyed. TPP 901 will not be used for any other
positions until specific instructions for its use are issued by the
National Guard Bureau.

There will bo no downgrading actions taken as a result of this alignnient for a period of one year subsequent to a date yet to be established. That date will be specified upon receipt of the Comptroller General decision concerning questions of pay. During this delay the National Guard Bureau will continue to make on-site surveys with the goal of developing a valid grade structure which will, at the same time, accom-modate the greatest number of incumbent technicians.

5. We do not anticipate a long delay in receiving the decisions of the Comptroller General. As quickly as this becomes available and is assimilated additional instructions/information will be furnished. Request this and subsequent information be given widest distribution.

Effective immediately, all technicians newly hired or re-assigned into the below listed positions will be at the grade indicated. Some positions have been combined with others resulting in cancellation of the old position description number. Therefore, special attention should be given to use of the new position number where it diffors from the old number. This listing will take precedence over any other document previously received, which is in conflict. The appropriato position description in TPP 901, will be used. *New Job description attached; insert in TPP 901 and remove old description.
