Executive Order No. 11451 established the President's Commission on Personnel Interchange, and further pro-
vided that the Civil Service Commission would be responsible for administrative services to support this program.
The Commission on Personnel Interchange affords reality to the goals of (1) fostering better understanding and
cooperative action between Government and business; (2) bringing innovative and effective management practices
from one sector to the other; and (3) opening both sectors to broader perspective and fresh thinking on problems
and programs.

Total funds requested for FY 1974 represent an increase of $59,000 and 1 position over the current level.
The increase is requested to cover the additional travel, educational, and administrative expenses resulting from
expansion of the numbers of participants in FY 1974 from 75 to 100.

Under the Voting Rights Act of 1965 (P.L. 89-100), as amended by P.L. 91-285, the Commission is responsible for (1) appointing examiners and other persons as necessary to prepare and maintain lists of eligible voters in states or other political subdivisions designated by the Attorney General under the provisions of the Act; (2) receiving complaints from any eligible voter claiming he was denied the right to vote; and (3) observing at elections at the requests of the Attorney General. Executive Order No. 11183, as amended, established the President's Commission on White House Fellows, and
further provided that the Civil Service Commission would provide staff and administrative support for the pro-
gram. The Commission on White House Fellows is guided by the premise that it is worthwhile for young persons
of exceptional promise to gain first-hand experience in the operations and processes of the National Government.

For FY 1974, an increase of $28,000 is requested for the salary and benefits of a new Director. Previously
(FY 1972 and FY 1973), the Director of the Commission on White House Fellows was a military officer, paid by the
Department of the Army. A civilian Director will head this program in FY 1974, and funding will revert to the
Civil Service Commission. In addition, an increase of $15,000 is requested to finance an information program to
attract a larger number of applicants in FY 1974.

The Federal Labor Relations Council is the central authority for labor-management relations in the Federal Government, authorized to (1) administer and interpret Executive Order 11491, as amended; (2) decide major policy issues; (3) consider appeals from certain decisions of the Assistant Secretary of Labor for Labor-Management Relations, agency heads, and arbitrators; and (4) through periodic reviews of operating experience, make recommendations to the President for improving the Federal labor-management relations program. The Federal Services

Impasses Panel, an agency within the Council, considers impasses in negotiations between labor organizations and agency management, and acts, through factfinding and other procedures, to bring the impasses to final settlement.

The FY 1974 request represents a decrease of $46,000, reflecting completion of contractual agreements for such things as space improvement, and the diminution of other support expenses incurred by the Council during its first years of operation.
