House DEAR MR. PRESIDENT AND MR. SPEAKER: By direction of the Joint Committee on Congressional Operations, we submit herewith an Interim Report on the committee's study of Congress and Mass Communications.
Nine of the ten Members of the Joint Committee have approved this Interim Report, entitled "Broadcasting House and Senate Proceedings," and the recommendations it contains.
Senator Jesse Helms disapproved the recommendations, and his separate views are included.
