National Guard it was $9.2 million of new authorizations. There was none additional for the Army Reserve.

Senator STENNIS. That is my recollection. There was not any authorization put in for this in this year for the Army Reserve.

1966 REALINEMENT PROGRAM

Senator, don't you think we ought to have a general statement here as to what he wants if there should be a realinement?

Senator SALTONSTALL. Yes. A statement should be included.
Senator STENNIS. Yes, we ought to put that in the record.

Senator SALTONSTALL. Certainly.

Senator STENNIS. Then you are left without any authorization if the realinement does not go through you are not authorized any additional buildings, you know, new authorizations.

UTILIZATION OF UNOBLIGATED FUNDS FOR 1966 PROGRAM

General WRIGHT. That is right. If the authorization were not to go through we would have to get a program up using carryover funds which we feel we would be able to do.

Senator STENNIS. Yes. We could authorize that in an appropriation bill, could we not, to use carry over funds?

Senator SALTONSTALL. Certainly.

Senator STENNIS. We could do that in an emergency.

Senator SALTONSTALL. Mr. Chairman, I am still a little confused. You have $22.3 million carryover funds?

General WRIGHT. Yes, sir.

Senator SALTONSTALL. That is unobligated funds.

General WRIGHT. Yes, sir.

Senator SALTONSTALL. That is available for your National Guard and Reserve or just Reserve?

General WRIGHT. For both.

Senator SALTONSTALL. Then you have $22.3 million of unobligated funds and in this year's program you are asking for $8.6 million in the Reserve and $9.2 million in the National Guard, is that right?

1966 REALINEMENT PROGRAM

General WRIGHT. No, sir. For this year's program the Department of the Army is requesting no new funds. We are going to take $10 million from the Reserve and put into the Guard, the Guard would add six for a total of $16 million in the National Guard appropriation. Senator SALTONSTALL. That is on the new basis? General WRIGHT. Yes, sir; that is correct.

Senator SALTONSTALL. What I am trying to bring out is just what do you request of us on the old basis?

General WRIGHT. We are making no request on the old basis, sir. We have no such program.

Senator SALTONSTALL. Then from your point of view of the Reserve and the National Guard, you are satisfied with the unobligated funds that you have?

General WRIGHT. Yes, sir.

Senator SALTONSTALL. Is the National Guard asking for any additional money?

1966 REQUIREMENT FOR NEW OBLIGATIONAL AUTHORITY AND UNOBLIGATED FUNDS

General WILSON. Mr. Chairman, under the authorization in the conference report it was $9.2 million of new authorization for fiscal year 1966. The amount of money that was carried over from 1965 was based on the authorized program that we had for 1965. If there was no merger, we would still continue to need the requirements of the funds that were available from 1965 in addition to funds that are necessary to meet the $9.2 million authorization in fiscal year 1966.

Senator SALTONSTALL. How much of that is the carryover from 1965?

General WILSON. $10.6 million authorization.

Senator SALTONSTALL. So, ten point six―

General WILSON. Plus $10 million appropriation for 1966 would be $22.1 million available in fiscal year 1966 if there is no merger. Senator SALTONSTALL. That is new money? General WILSON. Yes, sir.

PROGRAM AUTHORIZED AND APPROPRIATIONS REQUEST

Senator SALTONSTALL. $9.2 is the authorization?

General WILSON. $9.2 is the conference authorization. Then we have in addition to that planning and minor construction which makes it $9.2 million authorization requiring a $10 million appropriation. Senator SALTONSTALL. You would like an appropriation of 10.6? General WILSON. $10.6 million appropriation, sir.

Senator SALTONSTALL. That is what I am saying, $10.6 million appropriation.

General WILSON. No, sir. It is $9.2 plus the $800,000 for minor construction and planning which makes $10 million new money in fiscal year 1966.

Senator SALTONSTALL. There is no additional appropriation requested for the Army Reserves but $10 million for the National Guard, is that right?

HOUSE ALLOWANCE

General WILSON. That is right. In the House appropriations bill that came out of the House they show in it, sir, a $10 million construction appropriation.

Senator SALTONSTALL. Are you satisfied with the House bill?
General WILSON. We are satisfied with the House action.

Senator SALTONSTALL. Mr. Chairman, I think I have it straight now. Would you care to have me explain it to you?

Senator STENNIS. Yes, I would, please. I had to go out a minute. Senator SALTONSTALL. As I understand it they are not asking for any additional money for the Army Reserve. The House gave them $10 million of new money for the National Guard. If we follow the House we have satisfied the National Guard, and the Reserves. General WILSON. That is right.

1966 AUTHORIZATION FOR NATIONAL GUARD ONLY

Senator STENNIS. Thank you. That is good. I don't think it is a matter of satisfying them. They are tied here still to this realinement matter. There is another point, Senator, that we have to bring up here. The Reserve is left without any new authorization.

General WILSON. That is right.

Senator STENNIS. Now you are going to have some old money left over from the 1965 fiscal year. I want to ask the clerk, do we have to reappropriate that money for it to be available to them?

Mr. REXROAD. No, sir.

Senator STENNIS. But it is available only for the previously authorized projects; is that right?

Mr. REXROAD. Yes, sir.

PREVIOUSLY AUTHORIZED RESERVE PROJECTS

Senator STENNIS. Do we have a list of those previously authorized projects?

General WRIGHT. I have such a list.

Senator STENNIS. For the Army Reserves?

General WRIGHT. Yes, sir.

Senator STENNIS. While we are on that same subject if we may address General Wilson with a similar question. General Wilson, if there is no realinement is it possible for the committee to turn to the authoriation put in last week in the military construction bill, the National Guard certain number of millions of dollars of new authoriations. How much was it?

General WILSON. $9.2 million.

Senator STENNIS. It is possible for this committee to appropriate that much money here for the National Guard construction program? General WILSON. Yes, sir, to carry that much authorization we require $10 million appropriation from this committee of new money,

UNOBLIGATED FUNDS

Senator STENNIS. Then in addition to that you will have carryover of how much?

General WILSON. $10.6 million authorization.

Senator STENNIS. From 1965?

General WILSON. 1965, sir.

Senator SALTONSTALL. How much money do you have appropriated against that authorization now of 1965?

General WILSON. We have about $12.1 million, sir.

Senator STENNIS. Money that is already appropriated? Do I understand that you have $12 million?

General WILSON. $12 million plus now, sir, that is carried over from fiscal year 1965 which is for a program of $10.6 carryover of authorization and includes the minor construction and planning. Senator STENNIS. From 1965?

General WILSON. From 1965 including the minor construction and the planning.

Senator STENNIS. You have not been permitted to go forward with that program during fiscal year 1965 because of this realinement proposal?

General WILSON. That is right, sir. Only the nonarmory proposals that amount to about $1.5 million.

Senator STENNIS. So this is the picture then for each one of you as to present funds and future authorizations?

General WILSON. That is right.

Senator STENNIS. I think that is clear. Is there anything else you want to say, General?

General WRIGHT. No, sir. I have nothing to add unless you have further questions.

Senator STENNIS. General Wilson, do you have anything to say? General WILSON. No, sir; thank you, Mr. Chairman, except to thank the committee for understanding our program.

Senator STENNIS. General, we are glad to have you with us again. Do you wish to have anything to say to what has already been said?

ABSENCE OF 1966 ARMY RESERVE PROGRAM AND UNOBLIGATED FUNDS

General SUTTON. I have no authority to request additional money. The Army Reserve program in all-has not been dealt with. We have $10.4 million carryover into the 1966 program, but nothing discussed for the 1966 program. I am not authorized to make any request for new funds but I would like to point out that no new money has been discussed for the Reserve for the 1966 program but has for the Guard. Senator STENNIS. May I interrupt you right there?

There is no new authorization for the Army Reserve, General Sutton?

General SUTTON. That is right.

Senator STENNIS. You could use this money carryover that if no realinement goes through on your old project? General SUTTON. Yes, sir; that was for the 1965 program. We are prepared to go ahead with that.

Senator STENNIS. Being left without any new authorization there is nothing that this committee can do in the way of new money for the Reserves as such. We have never failed to give you what you have asked for, and you have used it well.

General SUTTON. Yes, sir.

Senator STENNIS. Are there any other questions?

1966 NATIONAL GUARD AUTHORIZATION

Senator SALTONSTALL. All three of you gentlemen are satisfied as far as authorization is concerned with the $10 million that the House gave

you.

General SUTTON. I can't speak for the National Guard.
Senator SALTONSTALL. I mean for the Army Reserve.
