Admiral HULL. Mr. Chairman, I have one more line item under this project. This is for a barracks which is repetitive. That completes the Field Support Stations.

MARINE CORPS, AIR STATIONS

The next group of "Naval weapons facilities" projects is for "Marine Corps air stations." It includes 28 line items at 7 locations for a total amount of $14,477,000. These stations are required for operational training of Marine Corps aviation personnel in various combat functions, including close air support of marine ground forces, fleet nery training, and augmentation of the Navy's fleet operations. All projects in this group are included in program II for support of the general-purpose forces.

MARINE CORPS AIR STATION, BEAUFORT, S.C.

The first project is at the Marine Corps Air Station, Beaufort, S.C. It includes five line items for a total cost of $2,966,000.

The first two are repetitive, direct fueling station, aircraft systems training building, and a maintenance hangar.

ELECTRICAL DISTRIBUTION SYSTEM, $221,000

The fourth item is for construction of an electrical distribution system at the estimated cost of $221,000. This item will provide for necessary increases in power by adding primary distribution lines and an additional secondary system to enable aircraft to be serviced at additional points in the hangar and on the parking apron. The new F4B Phantom II aircraft is scheduled to be assigned to squadrons at this station. These aircraft are much more complex than the F8U Crusader aircraft being replaced. The ground test and maintenance equipment for the F4B is correspondingly more complex and requires an increase in the electrical system capacity.

ROADS AND PARKING AREA (FIRST INCREMENT), $193,000

The final line item is for construction of the first of two increments for roads and parking area at the estimated cost of $193,000. Two areas have been developed at the station for the "Marine air group operations." These areas are separated by the control tower and the station operations compound. The facilities in the overall complex are virtually complete in accordance with a master development plan, with the exception of interconnecting and perimeter roads and vehicle parking areas. This item will provide approximately 3 miles of road and will provide vehicle parking spaces near the hangars and the operations building. This will allow more efficient vehicular traffic flow, will provide better fire lanes, and will allow cars to park on paved areas rather than on the landscape grassy areas now used. There will be a second and final increment of $252,000.

MARINE CORPS AUXILIARY LANDING FIELD, CAMP PENDLETON, CALIF.

This is a single line item, a repetitive one for a direct fueling station.

MARINE AIR STATION, CHERRY POINT, N.C.

This consists of five line items. The first two are repetitive, "Air craft fire and crash station," and "Reconnaissance photographic building."

SQUADRON OPERATIONS BUILDING, $371,000

The third line item is for construction of a squadron operations building at the estimated cost of $371,000. It will provide adminis trative and training space, electronic and electrical equipment repair space, and a radar tower. The Marine Air Support Squadron which will utilize this building is a specialized organization for controlling aircraft in close support of frontline ground troops. The squadron employs extensive electronic and communication equipment to per form its mission.

The existing seven buildings now occupied by the squadron in conducting training and in maintaining the equipment are widely scat tered. Five of the buildings are quonsets which are deteriorated beyond economical repair and the other two are small cinderblock build ings which will be retained for storage use. The proposed facility will allow the squadron to abandon the substandard structures and to oper ate as a cohesive unit with proper maintenance of its equipment.

MARINE AIR CONTROL SQUADRON WAREHOUSE, $166,000

The fourth item is for construction of a "Marine air control squa dron warehouse" at the estimated cost of $166,000. The air control squadron is a unit whose mission is the controlling of counter-air oper ations of Marine aircraft during combat. To assist in performing this mission, the unit has a large quantity of electrical and electronic equip ment with a value of over $1,200,000 in addition to individual comba equipment. At present, the squadron is utilizing several quonset huts for storage but the bulk of the equipment is stored outdoors under tar paulins, where it is subject to rapid deterioration. This item is needed to provide adequate protection from the weather and to allow the equip ment to be kept in constant readiness for emergency deployment.

Senator INOUYE. Before we proceed, Admiral, I notice that we ar replacing a lot of World War II type quonset buildings. Are we stil using quonset buildings today?

Admiral HULL. Yes, sir; but only under rather unusual circum stances. May I ask Admiral Corradi to answer this?

Admiral ČORRADI. We use them for tactical or temporary struc tures. For example, we recently shipped some to Guantanamo Bay Cuba, where we erected some shelters for Jamaican workers.

Senator INOUYE. These are not used for permanent purposes?
Admiral CORRADI. No, sir.

Senator STENNIS. Do you use them for storage?

Admiral CORRADI. We use the large ones for storage, but for th more permanent requirements, we find, even though we want a pre fabricated building, we can get more usable cubage in a straight-sided building, We go in for the Butler or the Robertson, or some other pre fabricated steel building.

Senator INOUYE. What sort of a lifespan would a Butler building have under normal conditions?

Admiral CORRADI. My personal feeling is that if a Butler building is properly maintained, it can be used for a long time, say, 35 years. It does take an investment in maintenance through, and the maintenance of such a building is more expensive than the more conventional concrete or masonry type. It is a straight-sided steel building with prefabricated members and precut metal siding.

Admiral HULL. Our last line item at Cherry Point is rehabilitation of barracks, Mr. Chairman, a repetitive line item.

MARINE CORPS AIR STATION, EL TORO, CALIF.

Four line items, the first two are repetitive, airfield lighting and survival equipment shop.

GUIDED MISSILE MAGAZINE, $42,000

The third item is for construction of a guided missile magazine at the estimated cost of $42,000. The magazine will provide 930 square feet of ready missile storage space. Fighter squardrons at this station are designated as part of the North American Air Defense fighter and interceptor augmentation force. To accomplish this mission it is necessary to have aircraft and crews alert, and missile ordnance fully assembled and ready to be loaded on the aircraft. The station's existing missile storage facilities lack ready storage capacity. Consequently, missiles must be kept stored, unassembled, in an area 4 miles from the aircraft. The response time for fully loaded aircraft is now 6 hours. This long period is not compatible with the response time necessary for the squadrons to perform their augmentaton mission. This item will provide adequate ready storage facilities for fully assembled missiles near the aircraft so that missiles will be available for immediate loading and prompt response to an alert.

WATER DISTRIBUTION SYSTEM, $331,000

The fourth item is for construction of a water distribution system at the estimated cost of $331,000. This item will provide for installation of new lines, pumping and relining of existing water mains, to modernize the system. The existing water distribution system was installed during World War II using material and flow rates which do not meet current fire protection requirements. Since the intitial installation, many new facilities requiring water service have been constructed on the station.

MARINE CORPS AIR FACILITY, NEW RIVER, N.C.

'Admiral HULL. It consists of five line items, and all five are repetitive, airfield lighting, aircraft fire and crash station, aircraft maintenance hangers, dispensary, and barracks.

MARINE CORPS AIR FACILITY, SANTA ANA, CALIF., $2,220,000

It consists of five line items for a total of $2,220,000. The first three are repetitive, parking apron, aircraft washrack, aircraft direct fueling stations.

Senator INOUYE. Admiral, I notice for the fueling station, this is the first increment. How many increments do you have, and what will be to the total cost?

Admiral HULL. Two increments.

Colonel STEINWAY. About $1 million for the total of the two increments.

AIRCRAFT LINE BUILDINGS, $161,000

Admiral HULL. The fourth item is for construction of aircraft line buildings at the estimated cost of $161,000. This item will provide crew shelter space, equipment storage, and toilets near the line where the aircraft are parked. The line buildings are required for minor maintenance work in the final preflight checks of the aircraft. This field was originally built to support lighter-than-air aircraft squadrons. The parking aprons are located as far as 3,000 feet from the huge aircraft hangars. This requires the aircraft line crews to walk an average of 45 minutes for a round trip when going to and from the hangars for equipment or for other reasons.

The final line item is for barracks, a repetitive item.

MARINE CORPS AIR STATION, YUMA, ARIZ.

The last project is at the Marine Corps Air Station, Yuma, Ariz. It consists of three line items for a total of $619,000.

AIRCRAFT OPERATIONS BUILDING, $300,000

The first item is for construction of an aircraft operations building at the estimated cost of $300,000. The proposed facility will provide the space required for airfield control, flight planning and clearance, aerological service, pilot briefing, communications and search and rescue alert crews operations. The existing deteriorated World War II wood-frame structure now used for the purpose will be demolished upon completion of this building. This station is the major west coast weapons training center for Marine and Pacific Fleet aircraft squadrons. Because of the excellence of the target ranges and flying weather, east coast squadrons are also occasionally deployed to Yuma for their weapons training.

Senator INOUYE. Please proceed.

SQUADRON SUPPLY AND MAINTENANCE BUILDINGS, $223,000

Admiral HULL. The second item is for construction of squadron supply and maintenance buildings at the estimated cost of $223,000. The proposed item will provide two buildings with the required maintenance, storage and administrative space for the logistic supply needs of a Marine air control squadron. The squadron provides positive operation radar control of aircraft on the nearby ranges. It is also constantly conducting training for its combat role of ground control of fighter intercepts. This squadron has extensive electronic equipment, individual combat equipment, and vehicles which must be maintained and properly stored. The 21-year-old building now being used

for these purposes is of temporary wood-frame construction and is badly deteriorated.

ROAD TO TARGET AREA, $96,000

The final item in this group is for construction of a road to the target area at the estimated cost of $96,000. This item will provide resurfacing of 10 miles of existing 12-foot-wide road and new paving on 3.4 miles of dirt road. The major target complex is located in the desert, approximately 15 miles from the field. The existing road, utilized in providing logistic support to the target area, is severely deteriorated from the extensive traffic.

Senator INOUYE. Is this project of a temporary nature?

I notice that the costs are rather low for the amount of roadway involved.

Admiral CORRADI. It could be referred to as a sort of farm-tomarket road, Mr. Chairman. It is a 12-foot-wide, single-lane road. It is primarily a question of surfacing an existing road to give it allweather characteristics.

Senator INOUYE. I presume you will be back again to ask for repairs.

Admiral CORRADI. I hope not, sir.

Senator INOUYE. Thank you very much.

FLEET READINESS STATIONS

Admiral HULL. The first is a dispensary, a repetitive item. Senator INOUYE. How many men will this dispensary accommodate? Admiral HULL. The military personnel and dependents total 6,732. We also provide emergency care for civilian employees. Senator INOUYE. Thank you, sir.

SECURITY BUILDING, $28,000

Admiral HULL. The second line item is for the construction of an addition to the security building at the estimated cost of $28,000. The security building provides space for the depot security staff and serves as a central pass office. A guard force of 14 civilians is employed by this activity. Existing office space is too small and extra space has been temporarily provided by using two house trailers parked behind the security buildings. These trailers have been condemned and must be removed.

This line item will provide the additional space required by the security force to carry out their many security responsibilities.

COMMUNITY CENTER (THIRD INCREMENT), $913,000

The third line item is the third of four increments for a community center at the estimated cost of $913,000. This remote station is increasing in importance, primarily because of its POLARIS responsibilities, and a corresponding increase in the military personnel base loading is occurring.
