Senator INOUYE. Thank you, Commander.

Admiral HULL. To complete the record on this, sir, the transmitter facilities are located in the Mine Force Ship Berthing Area and are subjected to excessive electrical interference created by machinery and electronic equipment. The two 90-foot poles supporting the antennas have shallow foundations and are a hazard to personnel working in the area.

This item will relocate the Mine Force Area transmitter and antennas to the other transmitter site which is located in a remote area and allow integration of all transmitter equipment.

AIR-CONDITION MESSHALL, $75,000

The third line item is for the air conditioning of the mess hall at the estimated cost of $75,000. The dining area of the existing messhall is not air conditioned and becomes extremely hot and humid during the summer months. The galley capacity is 1,400 men per meal and the seating capacity is 608 men. It currently serves approximately 1,250 men but will be operating at its designed capacity in the near future.

This item will provide 88 tons of air conditioning in the dining area of the messhall to permit the men to eat their meals in comfort.

NAVAL AMPHIBIOUS BASE, CORONADO, CALIF.

UNDERWATER DEMOLITION UNIT FACILITIES

The second project is at the Naval Amphibious Base, Coronado, Calif. It contains one line item for an addition to the existing Underwater Demolition Unit Building at the estimated cost of $396,000. SEAL (Sea, Air, and Land) team No. 1, commissioned as an operating team in 1962, now occupies an old World War II temporary warehouse converted to provide limited office and operational spaces. The team needs additional space for parking, drying, and maintaining parachutes, outboard motors, swimmer propulsion units, vehicles, and electronic equipment.

The SEAL team building is about half a mile from the parent Underwater Demolition Unit (UDU). This line item will permit relocation of the SEAL team to adequate facilities in the UDU building.

NAVAL COMMAND SYSTEMS SUPPORT ACTIVITY, DISTRICT OF COLUMBIA

ALTERATIONS FOR OPERATIONS PROGRAMING (THIRD INCREMENT)

The third project is the third of four increments at the Naval Command Systems Support Activity (NAVCOSSACT), Washington, D.C. It is for alterations to a building for Operations Programing (third increment) at the Naval Station Annex at the estimated cost of $643,000.

This item will provide the training rooms required for the Department of Defense Computer Institute (DODCI) and office and training space for 284 additional people assigned to this activity. The DODCI trains senior military and civilian Department of Defense executives in digital computer applications, capabilities and limitations, enabling the Department of Defense to reduce dependence on contractors in planning and operating computer systems. This system will provide an additional 28,000 square feet of floor space in an adjacent permanent unused warehouse. The remaining floor space deficiency of 48,000 square feet will be in a future increment.

Senator INOUYE. I notice that you estimate savings of $607,000 per year by doing this work at this new site. How much is the contractor's work costing now?

Admiral HULL. We do have a breakdown of this.
Commander Irwin, will you take that?

Commander IRWIN. I have some figures here that were presented to me on that, Mr. Chairman. Those savings were derived in the following manner:

Information processing contract-24 employees; operations support contract-25; a bluestreak contract-13 people; aviation accouning and control contract-11 people; planned increase 1965–66, 47, total of 120 employees.

The current contractor plant overhead rate is 114 percent. Current Government site overhead rate is 68 percent, with an average annual salary of $10,000. Thus, 120 employees at $10,000 will be $1.2 million per year; the overhead of 114 percent at the contractor's site would amount to $1,368,000; overhead at a Government site of 68 percent $816,000; the differential of $552,000 plus 10 percent profit, if done at the contractor's site, of $55,200; giving a total differential of $607,200 if we do it at our site rather than the contractor's.

NAVAL STATION, KEY WEST, FLA.

Admiral HULL. The fourth project is at the Naval Station, Key West, Fla. It consists of two line items at the total cost of $1,293,000.

FUEL STORAGE (FIRST INCREMENT), $902,000

The first line item is for the first increment of the relocation of the fuel storage from the naval station to the adjacent Governmentowned island of 55 acres at the esimated cost of $902,000. The demand averages 20,000 barrels of diesel and 75,000 barrels of Navy special fuel oil per month.

There are now seven aboveground steel oil tanks, with a total capacity of 71,000 barrels, located in a highly congested area of the naval station. Five of these tanks are more than 50 years old and the other two are more than 20 years old. All the tanks are constructed of light gage metal and are sheathed with concrete block. The interconnecting piping is old and in poor condition.

This item provides for construction of two 40,000-barrel tanks and the demolition of seven existing storage tanks at the naval station. This is the first of two increments.

Senator INOUYE. These 50 old tanks are presently being used?
Admiral HULL. Yes, sir.

Senator INOUYE. Please proceed, Admiral.

Admiral HULL. The second increment will provide for removal of seven additional tanks and construction of four 40,000-barrel tanks. at the island. Inspection, though limited by tank construction features, shows that the original 12-inch plating is only 1/4-inch thick in some places and leads to the belief that all tanks have suffered serious deterioration. The present location of the tanks violates minimum clearance safety criteria.

DISPENSARY-DENTAL CLINIC, $391,000

This is a repetitive item.

That completes Key West.

NAVAL STATION, LONG BEACH, CALIF.

The first items are repetitive, a barracks, a WAVES barracks and commissioned officers mess, closed.

The fourth line item is for

Senator INOUYE. The chairman would like to have this information. What is the gross square footage of the floor area in the WAVES barracks, per occupant in the existing building, and what will be provided in this new building?

Admiral CORRADI. The planned building will provide 140 square feet gross per Wave occupant. The old existing building provides 146 gross square feet per Wave occupant.

Senator ÎNOUYE. Thank you, Admiral.

Admiral HULL. The fourth line item is for the "Addition of pier utilities" at the estimated cost of $870,000. Existing utilities are inadequate to support the home-ported ships berthed at the Mole piers 15 and 16. Additional steam, increased electrical service outlets, increased transformer capacity, and compressed air are required in orderto allow ships to shut down their powerplants for routine preventive maintenance while berthed at these piers. The material readiness of ships is reduced when necessary maintenance to shipboard equipment. and auxiliary machinery cannot be carried out because the ship must. provide its own utility service.

This item will provide the required utilities for the two piers that. now have a deficiency. The steam capacity will be increased by installing two new boilers at the existing steamplant and increasing the pressure from 125 to 190 pounds per square inch; new and larger compressed air lines will be installed, and two electrical substations, with a total capacity of 5,000 kilovolt-amperes will be added.

NAVAL SUBMARINE BASE, NEW LONDON, CONN.

The next project is at the Naval Submarine Base, New London, Conn. It consists of three line items for a total of $2,350,000.

MESSHALL $1,220,000

This is a repetitive item.

The second line item is for the "Construction of outdoor recreation facilities" at the estimated cost of $258,000. Adequate outdoor recreation facilities are required for the personnel load of over 15,000 military personnel planned to be on the base by fiscal year 1967. These facilities are essential for maintaining good physical condition and morale.

Of the total number of military personnel to be attached to the base, we estimated that over 10,000 will be onboard at any given time to utilize the proposed facilities. The neighboring civilian communities cannot accommodate this number. The existing base facilities are inadequate to support the present load of 14,320 and will be grossly insufficient to support the projected increase.

The proposed line item will provide 4 tennis courts, 10 volleyball courts, 2 handball courts, and 6 softball fields. Lighting will be provided for approximately half of the proposed facilities to increase the hours of utilization. The proposed facilities, together with the meager existing facilities, will be below the number allowed by Depart

ment of Defense criteria.

Senator INOUYE. Admiral, do you have all these athletic facilities at other bases?

Admiral HULL. We either have them or are trying to get them, sir. This is part of our personnel support facilities improvement program. Senator INOUYE. I would like to have for the record a list of projects that you have in mind for the next 5 years on recreational facilities.

Admiral HULL. Yes, sir.
