Washington, D.C. The subcommittee met, pursuant to recess, at 9:30 a.m., in room 2203, Rayburn House Office Building, Hon. Floyd V. Hicks (chairman of the subcommittee) presiding.

Present: Representatives Floyd V. Hicks, Bella S. Abzug, and Ralph S. Regula.

Also present: Joseph C. Luman, staff director; Jacob N. Wasserman, counsel; and Stephen M. Daniels, minority professional staff, Committee on Government Operations.

Mr. HICKS. The subcommittee will be in order.

The subcommittee has before it this morning H.R. 7423. The sole purpose of this bill is to increase the authorization for appropriation to the Committee for Purchase of Products and Services of the Blind and Other Severely Handicapped for fiscal year 1974 from $200,000 as provided in Public Law 92-28 of June 23, 1971, to $240,000.

Public Law 92-28 amended the Wagner-O'Day Act of 1938 to extend its coverage to include services as well as commodities and to extend its benefits to the severely handicapped in addition to the blind. The 1971 amending act provided an appropriation authorization for the recreated and expanded committee through fiscal year 1974; H.R. 7423 would increase the appropriation for that year by $40,000.

The increase provided by the measure before the subcommittee is a comparatively minor amount. Nevertheless, proper legislative procedures require that the Congress be fully informed before acting on the amendment.

The justification for the proposed increase will be made by the chairman of the committee, Adm. Kenneth R. Wheeler.

Before hearing him and the other witness, Col. John W. Hanger, vice president for the National Industries for the Blind, I will have H.R. 7423 and the reports received from the executive branch made part of the record.
