The subcommittee met, pursuant to notice, at 10 a.m., in room 414, Old Senate Office Building, Senator Herman E. Talmadge, presiding. Present: Senators Herman E. Talmadge and Clifford P. Hansen. Also present: Frank J. Brizzi, staff director and Guy H. McMichael III, general counsel.

OPENING STATEMENT OF HON. HERMAN E. TALMADGE, CHAIRMAN OF THE SUBCOMMITTEE ON COMPENSATION AND PENSIONS

Today, the Subcommittee on Compensation and Pensions of the Senate Committee on Veterans' Affairs will receive testimony on the need to adjust compensation payments to veterans whose disabilities are related to their military service.

I think everyone agrees that an increase in these payments is due and necessary. Since disability compensation was last adjusted under legislation I introduced 2 years ago, social security benefits have been increased by 10 percent and will be increased further by at least 5 percent in the near future; the pay of military personnel has been increased by 82.5 percent; and the average weekly take-home pay of workers in private industry has increased 11.8 percent.

Therefore, the question is not whether disability compensation payments should be increased, but rather, how much the increase should be. That is the purpose of this hearing. A nation owes no greater debt than that owed to its men and women who have suffered injuries in that nation's service. The Subcommittee on Compensation and Pensions and the full Committee on Veterans' Affairs will honor this debt. We will do our duty and see to it that our Nation's disabled veterans receive the benefits they need and deserve. At this point I ask that the bills upon which we are holding the hearing today be inserted in the record, together with the reports of the various governmental agencies, and without objection any additional statements that have been submitted will be inserted in the record at appropriate places.
