EXTENDING APPORTIONMENT REQUIREMENT TO TEMPORARY SUMMER EMPLOYMENT

The subcommittee met, pursuant to notice at 10 a.m., in room 215, House Office Building, Hon Thaddeus J. Dulski (chairman of the subcommittee) presiding.

Mr. DULSKI. The subcommittee will come to order.

This subcommittee, consisting of Mr. Staggers, Mr. Watson, Mr. Broyhill, Mrs. St. George, and myself as chairman, was appointed to consider the following identical bills: H.R. 10, introduced by Mr. Beckworth, H.R. 2863 by Mr. Fulton, H.R. 3115 by Mr. Staggers, H.R. 3741 by Mr. Slack, and H.R. 3501 by myself.

The purpose of these bills is to require that temporary summertime appointments to Government positions in the Washington, D.C., metropolitan area be subject to the apportionment requirements of the Civil Service Act of 1883, the same as such apportionment requirements are now applicable to permanent appointments in the Washington area.

The bills are also identical to H.R. 5698, introduced in the 87th Congress by Mr. Beckworth. H.R. 5698 was reported from our committee on August 30, 1962, and passed the House under suspension of the rules on October 1, 1962. It was reported in the Senate on October 5, 1962, but was not acted upon by that body prior to the adjournment of Congress.

A BILL To extend the apportionment requirement in the Civil Service Act of January 16, 1883, to temporary summer employment, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the sixth paragraph of section 2 of the Civil Service Act of January 16, 1883, as amended (5 U.S.C. 633), providing for the apportionment of appointments in the competitive civil service, is amended by inserting "(including appointments to temporary employment of more than thirty days in the period from May 1 through September 30 of each year, except appointments to the postal field service and appointments of an emergency nature)" immediately following "appointments to the public service aforesaid". Mr. DULSKI. Our first witness this morning is our esteemed colleague and my dear friend, Mr. Beckworth.
