CHAPTER 88.

HOUSE BILL No. 967.

AN ACT to make an appropriation of the sum of $125,000.00 for pairs, necessary equipment, etc., for various state institutions for the years 1922-1923.

For repairs on certain state institutions.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $125,000.00, or so much thereof as may be necessary, be and the same is hereby appropriated out of any funds in the state treasury not otherwise appropriated, to provide repairs, necessary equipment, etc., for the years 1922-1923, for the following institution, to-wit: State Insane Hospital, Jackson; East Mississippi Insane Hospital, Meridian; State Charity Hospital, Jackson; Mississippi Agricultural and Mechanical College, Starkville; University of Mississippi, State College for Women, Columbus; State Normal College, Hattiesburg; Alcorn Agricultural & Mechanical College; Old and New Capitols, Jackson; Old Soldiers Home at Beauvoir; Deaf and Dumb Institute, Jackson; Institute for the Blind, Jackson; Governor's Mansion; Industrial Training School; and South Mississippi Charity Hospital, Laurel, and the Mississippi Colony for the Feeble Minded.

Bond improvement commission to disburse funds.

Sec. 2. That the expenditure and disbursement of said funds shall be under the control and management of the state bond improvement commission, and shall be disbursed in the same manner as other state funds are disbursed by the said state bond improvement commission.

Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 89.

HOUSE BILL No. 796.

AN ACT to appropriate money for the payment of all past due bonds and interest for which an appropriation has been made but lapsed.

To pay past due bonds and interest on same.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $10,000.00, or so much thereof as necessary, be, and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, to be used for the

payment of state bonds and interest where appropriations have been made and are now lapsed, or which will lapse in the year 1922.

Sec. 2. That this act shall take effect and be in force from and after its passage.

CHAPTER 90.

SENATE BILL No. 468.

AN ACT to appropriate three thousand dollars, or so much thereof as may be necessary, to pay the expenses of advertising and negotiating the issuance and sale and printing or lithographing of state bonds, and other expenses necessary in securing the approval and delivery of said bonds, and repealing section 10 of chapter 112, laws 1920.

To pay for printing of state bonds.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of three thousand dollars, or so much thereof as may be necessary, be and the same is hereby appropriated out of any funds in the state treasury not otherwise appropriated, to pay the expense of advertising and negotiating the issuance and sale and printing or lithographing of state bonds, and other expenses necessary in securing the approval and delivery of said. bonds.

How money to be drawn from treasury.

Sec. 2. That said funds herein appropriated shall be drawn out on auditor's warrant, issued on certificate of the chairman and secretary of the bond improvement commission, after having first been allowed by said commission.

Repealing clause.

Sec. 3. That section 10 of chapter 112, laws 1920 be, and the same is hereby repealed.

Sec. 4. That this act take effect and be in force from and after its passage.

CHAPTER 91.

SENATE BILL NO. 478.

AN ACT to appropriate funds for the payment of fees to agents other than the state treasurer for paying principal and interest due on state bonds.

To pay principal, fees and interest on state bonds.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $1,100.00, or so much thereof as may be necessary, be and the same is hereby appropriated out of any funds in the state treasury, not otherwise appropriated for the same purpose, to pay fees to agents for the payment by them of principal and interest on state bonds for the year 1922, and the sum of $1,600.00, or so much thereof as may be necessary, for the year 1923.

Amount of fees-How to be determined.

Sec. 2. That the amount of such fees hereby authorized shall be determined on a basis of not more than one-quarter of 1% of the amount of coupons paid and one-eighth of 1% of the amount of bonds paid.

Treasurer authorized to pay fees.

Sec. 3. That the state treasurer be and is hereby authorized to pay such fees out of the general fund on demand of such agent or agents, when the services as provided for in section 1 have been performed.

Sec. 4. That this act shall take effect and be in force from and after its passage.

CHAPTER 92.

HOUSE BILL No. 966.

AN ACT to appropriate money for assessors salaries for 1922 and 1923. To pay salaries of assessors.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of eighty five thousand dollars ($85,000.00) for the year 1922 and two hundred and five thousand dollars ($205,000.00) for the year 1923, or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, for assessors' salaries and commissions.

Sec. 2. That this act take effect and be in force from and after

its passage.

CHAPTER 93.

SENATE BILL No. 15.

AN ACT to appropriate the sum of eight thousand three hundred and eighty nine dollars ($8,389.00) to finish paying claims of county tax assessors for services rendered in the matter of assessing taxes in their respective counties for the year 1919, hitherto due and erroneously withheld.

To pay back claims of assessors.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of eight thousand three hundred and eighty-nine dollars ($8,389.00), or so much thereof as may be necessary, is hereby appropriated out of any money not otherwise appropriated to pay the claims of county tax assessors the balance due for commissions on assessment due such assessors but hitherto erroneously withheld.

How claims to be paid.

Sec. 2. That any such claims may be paid by the auditor of public accounts, in his discretion, and on approval of such claims by the attorney general.

Sec. 3. That this act be in force and effect from and after its passage.

CHAPTER 94.

SENATE BILL No. 233.

AN ACT to appropriate one thousand dollars ($1,000.00) to pay Calhoun county for expenses for the reassessment of the property of the county for the year 1920.

To pay Calhoun county for re-assessment of property.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one thousand dollars ($1,000.00) be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated to pay the county of Calhoun for reassessment of its property during the year of 1920, said re assessment being made on the advice of the attorney general's office

and the state having been benefited by said reassessment to the extent of fourteen thousand dollars ($14,000.00) over and above all other collections and assessments.

Sec. 2. That this act take effect and be in force from an after its passage.

CHAPTER 95.

HOUSE BILL No. 361.

AN ACT to appropriate the sum of $25,000.00, or so much thereof as may be necessary, for the biennium 1922-1923, to be used in freight and express rates litigation and investigation, and to be expended under the supervision of the attorney general.

To provide for expense of rate litigation.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of twenty five thousand dollars ($25,000.00), or so much thereof as may be necessary, be and the same is hereby appropriated out of any monies in the state treasury not otherwise appropriated, to be used in freight and express rates litigation and investigation for the biennial period of 1922-1923. Attorney general to supervise expenditures.

Sec. 2. That said funds shall be expended under the direction, supervision and approval of the attorney general, and that a detailed report of such expenditures shall be made to the next regular session of the legislature.

Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 96.

HOUSE BILL No. 800.

AN ACT to appropriate the sum of $25,000.00 or so much thereof as may be necessary to pay the expense incurred by the state in rate litigation with the Cumberland Telephone & Telegraph Company.

To pay rate litigation in Cumberland Telephone case.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $25,000.00, or so much thereof as may be necessary, be and the same is hereby appropriated out of any funds in the state treasury not otherwise appropriated, to pay the
