appropriated, for the purpose of paying E. L. Fontaine for a drainage survey of the Parchman farm, made my him under the direction of a committee of the House of Representatives, to be drawn by auditor's warrant upon a receipted statement of said E. L. Fontaine. Provided, that said E. L. Fontaine submit all data in connection with said survey to the penitentiary authorities.

Sec. 2. That this act take effect and be in force from and after its passage.

CHAPTER 76.

SENATE BILL No. 469.

AN ACT to appropriate the sum of $6,000.00 for the purpose of purchasing gravel and other road material to gravel a road east and west through the Rankin county state farm in Rankin county, and providing by whom and in what manner said funds are to be expended. To gravel a road through Rankin county convict farm.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That $6,000.00 or so much thereof as may be needed, is hereby appropriated out of any money in the state treasury not otherwise appropriated for the purpose of buying gravel and other road material to gravel and erect a road east and west through the Rankin county convict farm in Rankin county, Mississippi, so that the Jackson-Brandon public road running through or near the center of the said state farm may be connected.

How said money is to be paid out.

Sec. 2. That all money expended under the provisions of this act are to be paid out by the state treasurer as other funds are paid out, upon an order of the penitentiary trustees approved by the governor, and all of said money expended under the provisions of this act shall be expended by the penitentiary trustees for such road material, as may be necessary to construct said road through the state farm and so as to connect the two public roads running through the said farm east and west; but, in no event, shall any of the said money hereby appropriated be expended for any other purpose than herein mentioned, and the board of trustees of the pententiary are hereby authorized to use the state convicts and implements of the Rankin state farm for the purpose of building the said road; and the penitentiary trustees shall locate the said road east and west through Rankin county state farm as they may deem it to the best interest and most convenient to the said farm.

Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 77.

HOUSE BILL No. 408.

AN ACT to appropriate the sum of five thousand dollars ($5,000.00) for the purpose of purchasing gravel and road material to gravel roads on and adjacent to the O'Keefe or Quitman county farm in Quitman county, Mississippi.

To Gravel Roads on O'Keefe prison farm.

SECTION 1. Be it enacted by the Legislature of the State of Misissippi, That five thousand dollars ($5,000.00), or so much thereof as may be needed, is hereby appropriated out of any money in the state treasury, not otherwise appropriated for the purpose of buying gravel and necessary road material to be used in constructing and erecting such roads on or adjacent to the O'Keefe or Quitman county state farm in Quitman county, Mississippi, as the penitentiary trustees may deem necessary, expedient and advantageous to the said state farm. The location of said roads being left to the discretion of the state penitentiary trustees. But that the roads adjacent to said state farm which may be constructed under the provisions of this act shall apply only to that certain stretch of road in said Quitman county which leads from the west end of the gravel road through said O'Keefe or Quitman county farm to the intersection of the gravel road at the Buford lake bridge in said county, so as to connect the said state farm road with the Lambert and Clarksdale road in said Quitman county.

How funds to be drawn from state treasury.

Sec. 2. That all amounts expended under the provisions of this act are to be paid out by the state treasurer as other funds are paid out and upon an order of the penitenitary trustees approved by the governor and all of said money expended under the provisions of this act shall be expended by the penitentiary trustees for gravel and road material as may be necessary to construct said roads on and adjacent to said state farm, but in no event shall any of said money hereby appropriated be expended for any other purpose than herein mentioned, and the board of penitentiary trustees are hereby authorized to use the state convicts and implements on the Quitman state farm for the purpose of building said roads.

Sec. 3. That this act be in force and take effect from and after its passage.

CHAPTER 78.

HOUSE BILL No. 742.

AN ACT to appropriate money for the construction of a spur track or siding on the O'Keefe penitentiary farm.

To provide for a spur track on O'Keefe prison farm.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $5,000.00 or so much thereof as may be necessary is hereby appropriated out of any money in the state treasury not otherwise appropriated for the purpose of constructing a railroad spur track or siding, on the O'Keefe state penitentiary farm in Quitman county, Mississippi, the site for which to be selected by the penitentiary trustees.

How money to be drawn from state treasury.

Sec. 2. The money herein appropriated shall be drawn out of the state treasury on auditor's warrants issued on certificates of the board of trustees as provided by law.

Sec. 3. That this act be in force and take effect from and after its passage.

CHAPTER 79.

HOUSE BILL No. 352.

AN ACT to appropriate fifty two thousand five hundred dollars ($52,500.00) out of moneys turned into the state treasury from the sale of feed, fertilizer and cotton seed meal tags, for the use of the department of agriculture and commerce in enforcing the said laws during the years 1922 and 1923.

To enforce feed and fertilizer laws.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of fifty two thousand five hundred dollars ($52,500.00) or so much thereof as may be necessary is hereby appropriated out of any money turned into the state treasury from the sale of feed, fertilizer and cotton seed meal tags for the use of the state department of agriculture and commerce during the years 1922 and 1923 in enforcing the feed and fertilizer laws.

How funds to be drawn from treasury.

Sec. 2. That the same be paid by the treasurer upon presentation of the state auditor's warrant issued on certificate signed by the commissioner of agriculture and commerce.

Itemized statement of all disbursements required.

Sec. 3. That an itemized statement of all money expended under the provisions of this act be furnished to the legislature within ten days after convening of its next regular session.

Sec. 4. That this act take effect and be in force from and after its passage.

CHAPTER 80.

HOUSE BILL No. 354.

AN ACT to appropriate the sum of eight thousand dollars ($8,000.00) for the use of the department of agriculture and commerce during the years 1922 and 1923, in the enforcement of chapter 191 of the laws of 1918, entitled "An Act to regulate dairies, creameries, milk and cream buying and skimming stations, and the sale and purchase of milk and cream and the by-products of same, in the state of Mississippi, placing same under the supervision of the commissioner of agriculture of the state," etc.

To enforce dairy and creamery laws.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of eight thousand dollars ($8,000.00), or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, for the use of the department of agriculture and commerce during the years 1922 and 1923 in the enforcement of chapter 191 of the laws of 1918, entitled "An Act to regulate dairies, creameries, milk and cream buying and skimming stations, and the sale and purchase of milk and cream and the by-products of same in the state of Mississippi, placing same under the supervision of the commissioner of agriculture of the state; defining milk and cream; requiring sanitary methods; prohibiting the use of an yforeign substance or coloring matter, except for certain purposes; providing for testing of milk and cream; requiring license to do same, prohibiting false testing and incompetent persons to test; providing for the manufacture and sale of bottles and pipettes for 'neasuring milk and milk producers; requiring a license of milk and cream buying and skimming stations; providing for the making of creamery butter; providing for the sale and use of renovated butter; providing for the manufacture and sale of substitutes for butter and cheese;

providing against discrimination in the purchase and sale of milk and cream and the by-products of same; providing for inspection by the commissioner of agriculture, and prescribing penalties for violations of the provisions of this act.

Sec. 2. That the funds hereby appropriated shall be paid out by the state treasurer upon presentation of the state auditor's warrants issued on certificates signed by the commissioner of agriculture and commerce.

Itemized statement of all disbursements required.

Sec. 3. That an itemized statement of all money expended under the provisions of this act be furnished to the legislature within ten days after convening of its next regular session.

Sec. 4. That this act take effect and be in force from and after its passage.

CHAPTER 81.

SENATE BILL No. 315.

AN ACT to appropriate the sum of two hundred eighty five dollars and twenty nine cents ($285.29) out of any money in the state treasury not otherwise appropriated for the purpose of paying the expenses of the conservation commission.

To pay expenses of conservation commission.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $285.29 be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated for the purpose of paying the expenses of the conservation commission, the money to be paid to J. T. Ward, secretary of said commission for disbursement as follows:
