hundred dollars ($1,500.00) for the year 1923, to be used for the support of a charity ward in the Scooba Sanitorium located in Scooba, Mississippi; provided that the authorities in control and operation of the said Scooba Sanitorium shall equip and operate as an adjunct to the said Scooba Sanitorium a charity ward containing not less than ten beds, and to be used for charity patients only; and provided further that the money so appropriated out of the state treasury shall be drawn and expended only according to the direction of a board of trustees consisting of three members, all of whom shall be appointed by the governor, and who shall serve without compensation. They shall see that the funds are used for charitable purposes only under such rules and regulations as they may adopt subject to the approval of the governor. Provided, that the county of Kemper and town of Scooba shall contribute one thousand dollars ($1,000.00) each year to this hospital.

How funds to be drawn from treasury.

Sec. 2. The funds hereby appropriated shall be drawn from the state treasury on warrants of the auditor of the state therefor, which shall be issued by him only upon the certificate of the board of trus tees, which certificate shall be approved by the governor.

Itemized statement of all expenditures required.

Sec. 3. The trustees shall prepare and submit a detailed statement of all disbursements made by them to the governor on or before the first day of January, 1924, which statement shall be transmitted to the legislature by the governor at the 1924 session thereof.

Sec. 4. That this act shall take effect and be in force from and after its passage.

CHAPTER 70.

SENATE BILL No. 501.

AN ACT making an appropriation for the support and maintenance of a charity ward, or wards, in the King's Daughters Hospital, located in Brookhaven, Mississippi.

King's Daughters Hospital, Brookhaven, for support of charity ward in.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there be and is hereby appropriated out of any money in the state treasury, not otherwise appropriated, the sum of $4,000.00 for the year 1922 and $4,000.00 for the year 1923, to be used for the support of a charity ward, or wards, in the King's Daughters Hospital located at Brookhaven, Mississippi; provided

CHAPTER 71.

SENATE BILL No. 489.

AN ACT making an appropriation in the aid of the Oxford Hospital and the Bramlett Hospital in equal amounts to each, at Oxford, Mississippi, and providing for the disbursements of same for the years 1922 and 1923.

Oxford Hospital and Bramlett Hospital-support fund.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there is hereby appropriated out of any money in the state treasury not otherwise appropriated, the sum of two thousand dollars ($2,000.00) for each of the years 1922 and 1923, for the aid of the Oxford Hospital and the Bramlett Hospital, Oxford, Mississippi, to be distributed equally to each, and provided that the city of Oxford and the county of Lafayette, will each contribute the sum of one thousand dollars ($1,000.00), for the years 1922 and

1923, for said hospitals; and provided further that the money so appropriated out of the state treasury and contributed by the city of Oxford and the county of Lafayette shall be drawn and expended only according to the board of trustees of the said Oxford hospital and Bramlett hospital, provided three trustees for the control and disbursement of the fund herein appropriated shall be appointed, by the governor, by and with the advice of the Senate, who shall serve without compensation. They shall see that the funds are used for charitable purposes under such rules and regulations as they may adopt, subject to the approval of the governor.

Sec. 4. That this act take effect and be in force from and after its passage.

CHAPTER 72.

HOUSE BILL No. 351.

AN ACT to appropriate money for the support and maintenance of the Mississippi State Penitentiary and all its branches for the years 1922 and 1923.

Penitentiary-support and maintenance fund for.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of four hundred twelve thousand five hundred dollars ($412,500.00) or so much thereof as may be necessary for the calendar year 1922, and a like sum of four hundred twelve thousand five hundred dollars ($412,500.00) or so much thereof as may be necessary, for the calendar year 1923, and $6,000.00 for the erection of four cottages at $1,500.00 each, and $5, 500.00 for erecting and equipping a school building, all to be on the Parchman farm, be and the same is hereby appropriated out of any

money in the state treasury not otherwise appropriated for the support and maintenance of the Mississippi state penitentiary and all its branches.

For completing road work on Parchman farm.

Sec. 2. That the sum of $6,000.00 or so much thereof as may be necessary be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated for the purpose of completing, grading and surfacing the public road along the west boundary line of section 15, township 24, range 4 west on Parchman farm, said road to be completed in all respects according to the plans and preparations adopted by the road commission of Supt. Dist. No. 5, Sunflower county, Mississippi, for the LombardyBaltzer public road.

How money to be drawn from state treasury.

Sec. 3. All moneys herein appropriated shall be drawn out of the state treasury on auditor's warrant issued on certification of the board of trustees as provided by law.

Sec. 4. That this act take effect and be in force from and after its passage.

CHAPTER 73.

HOUSE BILL No. 74.

AN ACT to donate to J. D. Googe, of Prentiss county, the sum of two hundred and forty dollars ($240.00) to reimburse him for services rendered the board of trustees of the Mississippi State Penitentiary as traveling sergeant for the year 1918, being the 20% of salary increase allowed officers of the Mississippi State Penitentiary for the year 1918, by an act approved March 22nd, 1918.

Donation to J. D. Googe, Penitentiary Sergeant.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of two hundred and forty dollars be donated to J. D. Googe, a citizen of Prentiss county, for services rendered the Mississippi state penitentiary in the capacity of traveling sergeant for the year 1918, he being at that time acting under the authority of the board of trustees as such officer, having been elected by the board of trustees, and giving the bond as required under the law. When chapter 73 of the acts of 1918 was enacted, the name of J. D. Googe was inadvertently omitted from the list of officers whose salaries were increased 20% and he was not informed of the omission until it was too late to have his name inserted there

in. That the said sum of $240.00 be paid out of any money not otherwise appropriated out of the state treasury.

Sec. 2. That this act take effect and be in force from and after its passage.

CHAPTER 74.

HOUSE BILL No. 862.

AN ACT making an appropriation for the purpose of draining the Parchman farm.

For drainage of Parchman Prison Farm.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there be, and there is hereby appropriataed the sum of thirty thousand dollars, or so much thereof as may be needed, out of any moneys in the state treasury not otherwise appropriated, for the purpose of buying a caterpillar type drag line machine, and for leasing a dredge boat, and for providing fuel, supplies, materials, parts, repairs, and maintenance of and for the proper operation of the same, and for paying for the service of a civil engineer, all of the same being for the purpose of draining the Parchman Farm.

Said purchase, leasing, operation, maintenance, employment of engineer and drainage of sa d farm to be by and under the direction of the trustees and superintendent of the penitentiary, and said money shall be drawn from the treasury by auditor's warrants issued on requisition of said trustees and superintendent, supported by itemized statements.

Sec. 2. That this act take effect and be in force from and after its passage.

HOUSE BILL No. 863.

AN ACT to appropriate $929.00 to pay E. L. Fontaine for a drainage survey made by him.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $929.00 be, and the same is hereby appropriated out of any money in the state treasury not otherwise
