All accounts for printing shall be audited and allowed as provided in section 3769 of the code of 1906, by the board of public contracts. Departments for which appropriations are elsewhere specially provided for shall not use any of the above appropriation for such items as may be specially provided for. The auditor and the secretary of state shall render to the legislature a statement showing the amount expended for each department of the state government

The money herein appropriated shall be used only for the purpose mentioned in this bill, and no part of it shall be used in the payment of attorneys fees, and no money shall be paid for clerical help in the departments above mentioned, except the money herein appropriated.

The journals of the House and Senate, and the laws of 1922, shall be printed and published within eight months after the adjournment of the session of the legislature of 1922.

The several appropriations herein made are made upon the ex

press condition that in the event the salaries of officers, their deputies, assistants and employes shall be decreased by law during the session of the legislature of 1922, the amount paid such officers, deputies , assistants and employes, shall be such amount as fixed by such law without regard to the sums herein appropriated.

Sec. 2. That this act take effect and be in force from and after

its passage.

Governor's Veto.

Approved April 8, 1922 except as follows: I hereby disapprove and spec fically veto the following items in this bill (House Bill No. 958) entitled “An Act to appropriate money to defray the expenses of the legislative, executive and judicial departments of the state government,' to-wit:

CHAPTER 2.

HOUSE Bill No. 1.

AN ACT to make an appropriation to cover the expenses of the regular

session of the legislature 1922.

To pay expenses of 1922 Session of Legislature.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of two hundred thousand dollars ($200,000.00) or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, to pay the salary and mileage of the members of the legislature for the regular session of 1922 ; and that twenty-five thousand ($25,000.00) as a contingent fund for the House of Representatives and twenty thousand dollars ($20,000.00) as a contingent fund for the Senate is also appropriated.
