Vicksburg and Warren county to supplement appropriation.

Sec. 2. That the city of Vicksburg and county of Warren are hereby required to make donations or appropriations for the support and maintenance of the State Charity Hospital at Vicksburg, Mississippi, in the sum of $5,000.00 for the year 1922 and $5,000.00 for the year 1923, and the appropriation by the state of Mississippi herein provided is conditioned on the said city of Vicksburg and the said county of Warren donating or appropriating the amount provided by this section.

How funds expended and hospital conducted.

Sec. 3. That the money hereby appropriated shall be expended and the affairs of the hospital shall be conducted and managed in accordance with the provisions of House Bill No. 434 of the acts of 1904.

Itemized report to be made of expenditures.

Sec. 4. The superintendent shall render a complete itemized statement of all expenditures of any and all money appropriated by the state to the legislature within ten days after the meeting of

same.

Sec. 5. That this act shall take effect and be in force from and after its passage.

CHAPTER 55.

HOUSE BILL No. 783.

AN ACT making an appropriation for the support and maintenance and equipment for the South Mississippi Charity Hospital for the years 1922 and 1923.

South Mississippi Charity Hospital-support, equipment, etc.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That, the following sums, or so much thereof as may be necessary, be and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated, for the support and maintenance and equipment of the South Mississippi Charity Hospital for the years 1922 and 1923. Provided that the superinteendent of this institution shall devote his entire and undivided time to the management of the hospital and provided further that the salary of the superintendent shall not exceed $4,000.00 per annum and board and lodging at the institution, or $800.00 in lieu of such board and lodging, in the discretion of the board of trustees of said institution.

How funds to be expended.

Sec. 2. All money appropriated by this act shall be expended under the direction of the board of trustees on warrants drawn upon the state treasury by the auditor, with the approval of the gov

ernor.

Only charity patients to be treated.

Sec. 3. That all persons treated at sa'd hospital shall be treated free and no pay wards shall be permitted therein, provided that no patients shall be admitted to this institution who are not charity patients.

Sec. 4. That this act take effect and be in force from and after its passage.

HOUSE BILL No. 284.

AN ACT making an appropriation in aid of the Mattie Hersee Hospital, of Meridian, Mississippi, and providing for the maintenance, improvements and disbursements thereof for the years 1922 and 1923.

Mattie Hersee Hospital-for support, Improvements, etc.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there is hereby appropriated out of any money in the state treasury not otherwise appropriated the following sums of money in aid of the Mattie Hersee Hospital, located at Meridian, Mississippi.

Provided the city of Meridian, Mississippi, will contribute the sum of five thousand dollars ($5,000.00) for each of the years 1922 and 1923, to the extension, repair and maintenance of the building of said hospital, or in aid of the general support therefor as may be determined by the trustees, and further provided that the money so appropriated out of the state treasury and contributed by the city of Meridian shall be drawn out and expended under the supervision and direction of a board of trustees of the said Mattie Hersee Hospital, one of whom shall be selected by the mayor and city commissioners of the city of Meridian, and five of whom shall be appointed by the governor; and provided further that the owners of the Mattie Hersee Hospital shall relinquish all control over the hospital property to the trustees appointed by the governor, and provided further that the said trustees shall have absolute control of all the employes of the hospital, with power to elect and employ all such employes.

How funds to be drawn from treasury.

Sec. 2. The funds hereby appropriated shall be drawn from the state treasury on warrants of the auditor of the state therefor, which shall be issued by him upon certificate of the board of trustees, which certificate shall first be approved by the governor. Said board of trustees shall be appointed by the governor under the terms and provisions of section 2, chapter 79, of the acts of 1906. Itemized statement of expenditures required.

Sec. 3. The board of trustees and superintendent shall prepare and submit an itemized statement of all receipts and disbursements made by him or the board of trustees to the legislature within ten days after the legislature convenes.

Site of hospital may be changed.

Sec. 4. That if for any reason, the present Mattie Hersee Hospital should become unsuitable and unavailiable from any cause that the state trustees shall have the right to accept any other suitable or better building offered, and the remainder of the appropriation herein mentioned, shall then be available to continue the same charity work at such building selected or offered, and the state treasury in such event is authorized to continue payments as usual, provided that the city of Meridian shall continue its appropriation as hereinbefore provided, and further provided that this shall not be construed as permitting the trustees of the hospital to lease or rent out of the state funds another building.

Sec. 5. That this act take effect and be in force from and after its passage.

SENATE BILL No. 291.

AN ACT making an appropriation for the support and maintenance of a charity ward in the Houston Hospital, located in Houston, Mississippi.

Houston Charity Hospital-support fund.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there be and is hereby appropriated out of any money in the state treasury, not otherwise appropriated the sum of ten thousand dollars for the year 1922, and ten thousand dollars for the year 1923 to be used for the support of a charity ward in the Houston Hospital, located at Houston, Mississippi; provided that the authorities in control and operation of the said Houston Hospital shall build, equip and operate as an adjunct to the said Houston Hospital a charity ward containing not less than fifty beds, and to be used for charity patients only; and provided further that the money so appropriated out of the state treasury shall be drawn and expended only according to the direction of the board of trustees consisting of three trustees all of whom shall be appointed by the governor, and who shall serve without compensation. They shall see that the funds are used for charitable purposes, under such rules and regulations as they may adopt subject to the approval of the governor.

Sec. 2. The funds hereby appropriated shall be drawn from the state treasury on warrants of the auditor of the state therefor, which shall be issued by h'm only upon the certificate of the board of trustees which certificate shall be approved by the governor. Sec. 3. The trustees shall prepare and submit a detailed statement of all disbursements made by them to the governor, on or before the 1st day of January, 1924, which statement shall be transmitted to the legislature by the governor at the session thereof held in 1924.

Sec. 4. That this act shall take effect and be in force from and after its pasage.

HOUSE BILL No. 129.

AN ACT making an appropriation of six thousand dollars ($6,000.00) in the aid of the Biloxi City Hospital at Biloxi, Mississippi, and providing for the disbursement of same for the years of 1922 and 1923.

Biloxi City Hospital-support fund-to be used for charity only.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there is hereby appropriated out of any money in the state treasury not otherwise appropriated, the sum of three thousand dollars ($3,000.00) for the year 1922, and the sum of three thousand dollars ($3,000,00) for the year 1923, for the aid of the Biloxi City Hospital, Biloxi, Mississippi; provided that the city of Biloxi and the county of Harr son will each contribute the sum of one thousand dollars ($1,000.00) for the years 1922 and 1923, for said hospital; and provided further that the money so appropriated out of the state treasury and contributed by the city of Biloxi and the county of Harrison shall be drawn and expended only according to the board of trustees of the said Biloxi City Hospital; provided three trustees for the control and disbursement of the fund herewith appropriated shall be appointed by the governor, by and with the advice of the senate, who shall serve without compensation. They shall see that the funds are used for charitable purposes and under such rules and regulations as they may adopt, subject to the approval of the governor.

The funds hereby appropriated shall be drawn from the state treasury on warrants of the auditor of the state therefor, which shall be issued by him, only on certificate of the board of trustees, which certificate shall be approved by the governor.

Sec. 3. The trustees shall prepare and submit a detailed statement of all disbursements made by them, to the governor, on or before the first day of January, 1924, which statement shall be transmitted to the legislature by the governor at the session held in 1924.
