AN ACT making an appropriation for the maintenance and support of the Mississippi State Insane Hospital, at Jackson, Mississippi, for the years 1922 and 1923. Insane Hospital-for support of. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums of money, or so much thereof as may be necessary, be, and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated for the purpose of defraying the expenses of the Mississippi State Insane Hospital' for the years 1922 and 1923, to-wit: Support fund for 1922 Support fund for 1923 Superintendent's salary for 1922 How funds to be drawn. $432,000.00 432,000.00 4,000.00 4,000.00 Sec. 2. The said appropriation shall be drawn from the state treasury as needed on accounts audited by the board of trustees and approved by the governor; and no part of said appropriation shall be issued for any private purposes, or in support of families of offficers or employes, except the superintendent with his family who shall reside at the institution. The superintendent shall render to the legislature within ten days after it convenes, a full and complete itemized account of all money expended by him, or the board of trustees, under this act. Sec. 3. That this act take effect and be in force from and after its passage. Approved March 13, 1922. 45 STATE OF MISSISSIPPI CHAPTER 43. SENATE BILL No. 495. AN ACT to appropriate $12,370.42 of the funds heretofore paid by the United States government for the care of certain patients in the State Insane Hospital so that the same may be used to improve the facilities for caring for said patients. For care and support of insane ex-service men at Insane Hospital. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $12,370.42, or as much thereof as may be necessary, be, and the same is hereby appropriated out of any funds in the state treasury not otherwise appropriated for the use of the State Insane Hospital. The funds hereby appropriated are to be used by the board of trustees of said hospital in their discretion to improve the wards and other facilities for caring for patients who are ex-service men, and for whose care the United States government contributes support. This appropriation being intended to make available those funds in the amount herein set forth, which have been heretofore paid by the United States government to the superintendent of said hospital, and by him heretofore paid into the state treasury. Sec. 2. That this act take effect and be in force from and after its passage. Approved April 7, 1922. CHAPTER 44. HOUSE BILL No. 300. AN ACT to make an appropriation for the support and maintenance for the East Mississippi Insane Hospital for the years of 1922 and 1923. East Mississippi Insane Hospital-support fund. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums of money, or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the state treasury, not otherwise appropriated for the support and maintenance of the East Mississippi Insane Hospital for the years 1922 and 1923, as follows, to-wit: For support of 750 patients at $264.00 each for 1922 Superintendent's salary, with maintenance for 1922 Support of 750 patients at $264.00 each for 1923 Superintendent's salary, with maintenance for 1923 $198,000.00 3,600.00 198,000.00 3,600.00 No part of the support fund above enumerated shall be used for any private person for the support or expense of families or of 46 GENERAL LAWS OF THE ficers or employes, or for the payment of support of servants employed by themselves. Provided, that the superintendent be allowed maintenance for self and family. No part of said appropriation shall be paid except on proper orders audited by the board of trustees and approved by the governor; and only such amount shall be drawn at any time as may be necessary to pay bills then due or which will become due during the next succeeding month. Sec. 2. That this act shall take effect and be in force from and after its passage. Approved March 15, 1922. CHAPTER 45. SENATE BILL No. 509. AN ACT to appropriate sixty thousand dollars to erect and equip a building at the East Mississippi Insane Hospital to care for ex-service men. Be it enacted by the Legislature of the State of Mississippi, That sixty thousand dollars or so much thereof as may be necessary, be and the same is hereby appropriated out of any moneys in the state treasury not otherwise appropriated, to be exended by the state bond improvement commission in the same manner that the laws now direct them to expend other moneys for buildings and improvements, for the erection and equipment of a building at the East Mississippi Insane Hospital, to be used in caring for those who served in the armed forces of the United States during the war against Germany and her allies. Sec. 2. That this act take effect and be in force from and after its passage. Approved April 5, 1922. CHAPTER 46. HOUSE BILL No. 359. AN ACT to make an appropriation for the support and maintenance of the State Institution for the Deaf and Dumb for the years 1922 and 1923. Deaf and Dumb Institute-support fund. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums of money, or so much thereof as may be necessary, be and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated, for 47 STATE OF MISSISSIPPI the support and maintenance of the State Institution for the Deaf and Dumb for the years 1922 and 1923. All accounts paid out of the above appropriation shall be audited by the board of trustees and approved by the governor, for which the auditor of public accounts shall issue his warrant on the state treasurer; provided, that the salary of the superintendent shall be paid as now provided by law for the payment of salaries of state officers. No part of said appropriation shall be issued for the private or individual support of the officers or employes or their families, except the superintendent, with his family, who shall reside at the institution, and such assistants as the board of trustees shall deem necessary for the proper care of the deaf and dumb children of said institution. The superintendent shall approximate, as near as possible, on the 15th of each month, provided it is not on Sunday, if so on the 16th, the necessary needs in the way of supplies for the next month or more, and advertise the same asking for the lowest bids, and give all competitors the right to submit bids. The superintendent shall render in his biennial report to the legislature within ten days after it assembles, a full and complete itemized statement of all receipts and disbursements. Transfer of funds-how same may be made. Sec. 3. That the superintendent of said institution by and with the consent of the board of trustees, when the best interests of the institution will be served and economy and efficiency promoted, may transfer funds from one department to another. A statement of the date of said transfer, the amount transferred, and the reason for making the same, shall be spread at large on the minutes of the board of trustees. Sec. 4.
