39 STATE OF MISSISSIPPI purpose of maintaining, supporting and providing for the comforts of the indigent confederate soldiers, their wives and widows at Beauvoir, Mississippi. Sec. 2. All accounts paid out of the above appropriations shall be audited by the board of directors and approved by the governor, for which the auditor of public accounts shall issue his warrant. apon the state treasurer. The per capita expenditure out of the state funds shall not exceed $28.00 per month; provided, out of this support fund each inmate shall receive, in cash on the first day of each month, $3.00 with which to defray his incidental expenses, and no money appropriated by this act shall be expended for or applied to any use or purpose other than that for which specifically appropriated. Management of home-directors-how appointed, terms of. Sec. 3. The said home, its preservation, management and control and the care of its inmates shall be vested in a board of six directors, appointed by the governor, with the advice and consent of the Senate, and for a term of four years, and until their successors are appointed and qualified; and the governor shall fill all vacancies. which occur on the board during the recess of the Senate. The governor shall be ex-officio president of the board, but the board. may select a temporary president in his absence. No person other than members of the Mississippi division of the United States veterans and sons of confederate veterans shall be eligible for directors. Any director may be removed by the governor for neglect of duty or for other proper cause. Roster of all veterans and their wives to be kept at home. Sec. 4. The board of directors shall cause to be kept at Beauvoir a well bound book in which all names of confederate veteran inmates, their wives and widows, shall be enrolled, with the company, regiment and state if a soldier; and if in the navy, the commander's name, and the ship or boat where service was performed; the date of admission to the home, and the date of discharge or death. Said board of directors shall not admit to the home any soldiers, widows or sailors not eligible to draw pensions under the pension laws of Mississippi. 40 GENERAL LAWS OF THE Itemized statement of disbursements to be kept and reported. Sec. 5. The board of directors shall render to the next legislature a full and complete itemized statement of the disbursement of money here appropriated, and the members of said board shall serve without compensation, except they may receive actual necessary expenses incurred in the discharge of their duties, to be paid out of the funds herein appropriated. That the superintendent shall render to the legislature at its next regular session within ten days after it assembles a full and complete itemized statement of all receipts and disbursements. Inmates not to receive pensions from state. Sec. 6. Provided, however, that no part of said appropriation shall be drawn from the state treasury, until the trustees shall certify that no confederate soldier, sailor or widow of a confederate soldier, or sailor, in said home, receives a pension from the state, or if any such persons have received pensions before coming to the home, that their names have been stricken from the pension rolls. Sec. 7. The salary of the superintendent shall not exceed $3,000.00 per annum. Sec. 8. That this act take effect and be in force from and after its passage. Approved February 21st, 1922. CHAPTER 37. HOUSE BILL No. 576. AN ACT to approppriate the sum of $294.78 to pay interest on money borrowed from W. M. Lampton for the support of the Old Soldiers' Home at Beauvoir. To pay W. M. Lampton money loaned to Soldiers' Home. SECTION 1. Be it enacted by the Legislature of the state of Mississippi, That the sum of $294.78 be and the same is hereby appropriated to pay interest on money borrowed from W. M. Lampton for the support of the Old Soldiers' Home at Beauvoir. Sec. 2. That this act take effect and be in force from and after its passage. AN ACT to appropriate the sum of $1,000.00 each for the years 1922 and 1923 to the Old Ladies' Home, located at Jackson, Mississippi. To aid Old Ladies' Home at Jackson. SECTION 1. Be it enacted by the Legislature of the state of Mississippi, That there be appropriated, out of any funds in the state treasury, not otherwise appropriated, the sum of $1,000.00 each for the years 1922 and 1923 as a donation to the Old Ladies' Home, located at Jackson, Mississippi, which is a non-sectarian organization. Sec. 2. That this act take effect and be in force from and after its passage. Approved March 23, 1922. CHAPTER 39. HOUSE BILL No. 275. AN ACT to provide for the maintenance of the geological, economic, topographical, and soil surveys of the state of Mississippi, and to provide for the co-operation of the geological surveys of the United States. For support of geological department. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums, or so much thereof as may be necessary, be, and the same are hereby appropriated out of any funds in the state treasury not otherwise appropriated, for the purpose of providing for the maintenance of the geological, economic, topographical, and soil surveys of the state of Mississippi, and to provide for the co-operation with the geological and soil surveys of the United States. For salary of the director for the year 1922 $ 2,750.00 2,750.00 States geological survey, for the years 1922 and 1923 For office expenditures for the year 1922 15,000.00 500.00 For office expenditures for the year 1923 500.00 For printing, stationery, postage, engraving and binding for the years 1922 and 1923 2,000,00 For soil survey, drainage, stratiagraphic and other cooperation with government departments for the years 1922 and 1923 5,000.00 42 GENERAL LAWS OF THE The sum of $15,000.00 per year herein appropriated for the purpose of a topographic survey of state is not to be used unless the United States government shall put up a like amount for said purpose. But in the event the federal government shalì put up any amount for this purpose then this appropriation shall be used for a like amount, not exceeding $15,000.00 per year. Provided, that a rydrographical survey shall be made of the water power possibilities on at least two streams in Mississippi, that, within the discretion of the director of this department, hold out possibilities of commercial value; preference being given to one stream in south Mississippi and one stream in north Mississippi and the results of such survey be published and distributed. That $1,850.00 be and the same is hereby appropriated for the purpose of paying salaries for January, February and March, 1922, to employes. Printing, stationery, etc.—how accounts to be paid. Sec. 2. The accounts for printing, stationery, postage, engraving and binding, under the provisions of the law authorizing the survey, when approved by the governor, shall be paid out of the fund herein provided for that purpose. Auditor to issue warrants on proper vouchers. Sec. 3. That the auditor is hereby authorized to issue warrants for the payment of the above sums, upon the application of the chairman and secretary of the geological commission, or the director, accompanied by proper approved vouchers. Sec. 4. That this act take effect and be in force from and after its passage. Approved April 5, 1922. CHAPTER 40. HOUSE BILL No. 290. AN ACT to appropriate money to pay the expenses of the highway department of the state of Mississippi for the years 1922 and 1923. Highway department-to pay expenses of. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there is hereby appropriated out of any money in the state treasury, not otherwise appropriated the sum of eighty thousand dollars ($80,000.00) for the year 1922, and the sum of eighty thousand dollars ($80,000.00) for the year 1923, to defray the expenses of the highway department of the state of Mississippi. STATE OF MISSISSIPPI 43 How funds to be expended. Sec. 2. That the above money is to be expended according to law upon an itemized statement sworn to as provided by the act creating the state highway department. Sec. 3. That this act shall take effect and be in force from and after its passage. Approved April 6, 1922. CHAPTER 41. HOUSE BILL No. 295. AN ACT to appropriate the sum of twenty-five thousand dollars ($25,000.00) for the year 1922, and twenty-five thousand dollars ($25,000.00) for the year 1923, for the support and maintenance of the Mississippi national guard; and to provide funds for the purpose of paying for services and paying the expenses of any members of the Mississippi national guard when called to aid civil authorities or storm or flood sufferers or for any other purpose for which said troops may be used. For support and maintenance of national guard. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there is hereby appropriated out of the state treasury from any funds not otherwise appropriated, the sum of $25,000.00 for the year 1922, and $25,000.00 for the year 1923, for the support and maintenance of the Mississippi national guard. To pay expenses of troops called out in emergencies. Sec. 2. That there is hereby appropriated out of any funds in the state treasury not otherwise appropriated the sum of $30,000.00 for the year 1922, and $30,000.00 for the year 1923, for the purpose of paying for services and of paying the expenses of such troops of the Mississippi national guard as shall be ordered in aid of civil authorities, in the aid of storm or flood sufferers or for any other emergency or purpose for which such troops are authorized by law to be used; and this fund may be used by paying the expenses of transportation of the equipment and equippage of such troops. No funds to be paid out except on order of governor. Sec. 3. That no part of the money appropriated under this act shall be paid out except upon order of the governor, and whatever amount of said appropriation shall be left over and unexpended at the end of the year for which it is appropriated, shall be covered back into the state treasury. |
