Affidavits required as to long distance tolls.

Provided however, that before any account shall be allowed or paid by the secretary of state for long distance telephone tolls an affidavit shall be made and filed with the secretary of state by the party or parties incurring said tolls, setting forth in detail the purpose for which each item of long distance telephone tolls was incurred, with the date and time thereof, and that same was on necessary and urgent official business.

Provided, that departments, boards or institutions to which annual appropriations are made shall not draw on the capitol account for any portion of their expenses.

Providing an additional clerk in office of secretary of state to assist in general office work and to look after details connected with the proper upkeep and management of the two capitol buildings.

HOUSE BILL No. 298.

AN ACT to appropriate money to defray the expenses of conducting the old capitol building and provide a general repair fund.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums of money, or so much thereof as may be necessary, be, and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated, for the purpose of conducting the old capitol building and provide a general repair fund.

CHAPTER 31.

HOUSE BILL No. 297.

AN ACT to appropriate the sum of six thousand dollars annually for the care and preservation of the capitol buildings and grounds.

For preservation of capitol buildings and grounds.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of six thousand dollars for the year 1922 and the sum of six thousand dollars for the year 1923, or so much thereof as may be necessary, be and the same is hereby appropriated, out of any money in the state treasury not otherwise appropriated, to be placed under the direct control of the capitol commission, for the purpose of caring for the two capitol buildings and the grounds adjacent thereto, located in the city of Jackson; the purchase of necessary apparatus for cleaning the buildings and care of the lawns and for repairs and furnishings.

Sec. 2. That this act take effect and be in force from and after its passage.

CHAPTER 32.

SENATE BILL No. 450.

AN ACT to appropriate the sum of $500.00 to pay the house carpenter for the capitol buildings, the deaf and dumb institute, the state charity hospital and the blind institute, and the executive mansion, for the months of January, February and March, 1922.

To pay house carpenter of capitol and state buildings.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $500.00 be and the same is hereby appropriated out of any money in the state treasury not otherwise. appropriated to pay the house carpenter for the capitol buildings, the Deaf and Dumb Institute the State Charity Hospital and the Blind Institute, and the executive mansion, for the months of January, February and March, 1922.

Said salary to be paid on certificate of the majority of the capitol commission.

Sec. 2. That this act shall take effect and be in force from and after its passage.

CHAPTER 33.

HOUSE BILL No. 320.

AN ACT making an appropriation for the removal of the statue of President Davis to the rotunda of the Old Capitol.

For placing statue of President Davis in old capitol.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That complying with the memorial of the Mississippi Division of the United Confederate Veterans and for the purpose of preserving the statue of Jefferson Davis by means of the use of a part of the premium paid by the purchasers of bonds sold by the state bond improvement commission, and heretofore paid into the state treasury by said commission, the sum of twenty-five hundred dollars or so much thereof as may be necessary, is hereby appropriated out of any money in the state treasury which is not otherwise appropriated, for the purpose of removing the statue of Jefferson Davis from its present location in Confederate Park in the city of Jackson, Mississippi, to the rotunda of the old capitol.

Bond commission to make removal.

Sec. 2. That the state bond improvement commission remove said statue, and erect the same upon a suitable base in the said rotunda and defray the expenses thereof from this appropriation.

Sec. 3. That this act take effect and be in force from and after is passage.

CHAPTER 34.

HOUSE BILL No. 277.

AN ACT to make an appropriation to furnish water, lights and fuel for the governor's mansion for the years 1922 and 1923.

To furnish fuel, etc., for governor's mansion.

SECTION 1. Be it enacted by the Legislature of the state of Mississippi, That the sum of eleven hundred and fifty dollars ($1,150.00), or so much thereof as may be necessary, is hereby appropriated to be expended in providing water, l'ghts and fuel for the governor's mansion for the years 1922 and 1923.

Sec. 2. That this act take effect and be in force from and after its passage.

CHAPTER 35.

HOUSE BILL No. 281.

AN ACT to appropriate the sum of eight hundred thousand dollars ($800,000.00) for the year 1922 and eight hundred thousand dollars ($800,000.00) for the year 1923, for pensions for Confederate soldiers, sailors, widows and servants of the war between the states. Appropriation for Confederate pensions.

Confederate pensions-appropriation for.

SECTION 1. Be it enacted by the Legislature of the state of Mississippi, That the sum of eight hundred thousand dollars ($800,000.00), for the year 1922 and eight hundred thousand dollars ($800,000.00) for the year 1923, be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated for payment of pensions provided by law, by the state of Mississippi, and the auditor is hereby authorized to issue his warrant therefor to persons entitled to pensions in the mode and manner provided by the laws of the state of Mississippi. If the pensioner has died, or shall die at any time before the pension is received, then the chancery clerk of the county where the pensioner resides shall receipt to the county treasurer for such pension, and out of the same shall first pay the burial expenses; second, the expenses of the last sickness, and if there be any residue, pay the same to the widow of the deceased pensioner, provided her marriage to him was not later than the year 1890, if there be any such widow, and if not, to the children of the deceased, if any; and if not, to the heirs at law of the said deceased.

Sec. 2. That this act take effect and be in force from and after its passage.

HOUSE BILL No. 302.

AN ACT making an appropriation for the maintenance and support and providing necessary equipment for the indigent soldiers, sailors and their wives and widows, at Beauvoir, Mississippi and providing how the same shall be disbursed and for the management and control of Beauvoir.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums of money, or so much thereof as may be necessary, be and the same are hereby appropriated out of money in the state treasury, not otherwise appropriated, for the
