laboratory and for such chemical and bacteriological

This appropriation is made upon the condition that all funds herein provided for shall be accounted for in detail showing when, to whom, and for what purpose applied by report to be submitted to the legislature at its next session as a part of the report required from the state board of health.

CHAPTER 17.

HOUSE BILL No. 292.

AN ACT making an appropriation for the eradication, prevention and cure of venereal disease for the years 1922 and 1923. Venereal disease-For eradication and cure of.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of sixteen thousand dollars ($16,000.00) for each of the years 1922 and 1923, or so much thereof as may be necessary, be, and the same is hereby appropriated out of any funds in the state treasury not otherwise appropriated, to the Mississippi state board of health to be used in the eradication, prevention and cure of venereal disease in this state.

Sec. 2. That this act take effect and be in force from and after its passage.

CHAPTER 18.

HOUSE BILL No. 859.

AN ACT appropriating the sum of fifteen hundred dollars ($1,500.00) for use during the year 1922, and fifteen hundred dollars ($1,500.00) for use during the year 1923, by the trustees of Beauvoir Soldiers' Home, and under the supervision of the Mississippi state board of health in co-operation with the U. S. public health service and the health authorities of Harrison county, Mississippi, in a campaign for malaria and disease prevention in the territory adjacent to the Confederate veterans' home at Beauvoir.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of fifteen hundred dollars ($1,500.00) for the year 1922, and the sum of fifteen hundred dollars ,$1,500.00) for the year 1923, be appropriated out of any money in the state treasury not otherwise appropriated, for use of the trustees of Beauvoir Soldiers' Home and under the supervision of the Mississippi state board of health in co-operation with the U. S. public health service and the health authorities of Harrison county, Mississippi, in a campaign for malaria and disease prevention in the territory adjacent to the Confederate veterans' home at Beauvoir.

Sec. 2. That this act be in full force and effect on and after its passage and signature by the governor.

HOUSE BILL No. 299.

AN ACT to make an appropriation for the support, maintenance, furnishing and equipment, farm stock and equipment for same for the Mississippi Tubercular Sanitorium.

For support, equipment, etc., of Tuberculosis Sanatorium.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated for the purpose hereinafter indicated for the support, maintenance and furnishing and equipment farm stock and equipment for same for the Mississippi State Tubercular Sanatorium. Sec. 2. The several sums of money herebefore provided for shall be paid by the state treasurer out of any money in the state treasury not otherwise appropriated under the provisions of chapter 109 of the laws of 1916, creating and governing this institution. A detailed itemized account of all expenditures shall be submitted to each session of the legislature.

Sec. 3. That this act shall take effect and be in force from and after its passage.

CHAPTER 20.

HOUSE BILLL No. 495.

AN ACT to appropriate $2,856.26 out of any money in the state treasury, not otherwise appropriated, to be used to refund to certain citizens of the state for building constructed on the state lands at the Mississippi Tubercular Sanatorium.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of two thousand eight hundred fifty six dollars and twenty six cents, ($2,856.26) be appropriated out of any money in the state treasury, not otherwise appropriated, to be used

to refund to certain citizens of the state for buildings constructed on the state lands at the Mississippi Tubercular Sanatorium.

Sec. 2. That the money is to be paid to the following, and in aecordance with the figures hereinafter set forth:

Sec. 3. The money above appropriated shall be paid by the state treasurer upon a written statement by the superintendent of the institution, approved by the president of the board of trustees and disbursed by the superintendent to the parties respectively set out in this measure.

Sec. 4. That this act take effect and be in force from and after its passage.

CHAPTER 21.

HOUSE BILL No. 279.

AN ACT to appropriate money for the maintenance of the public schools of the state of Mississippi for the calendar years of 1922 and 1923.

Common schools-appropriation for support of.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of two million one hundred fourteen thousand five hundred thirty five dollars ($2,114,535.00) be, and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, for the support and maintenance of the public schools of the state of Mississippi for each of the calendar years 1922 and 1923.

Equalizing Fund-how to be disbursed.

Sec. 2. That the additional sum of one million two hundred sixty eight thousand and seven hundred twenty one dollars ($1,268,721.00) be, and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, for the support and maintenance of the public schools of the state of Mississippi for each of the calendar years of 1922 and 1923, which sum shall be disbursed by the state board of education, consisting of the

state superintendent of education, secretary of state, and the attorney general, in such a manner as to equalize public school terms as nearly as possible throughout the state in accordance with the following conditions:

(a) In equalizing school terms, teachers salaries shall also be equalized, grade of license held, competency of the teacher and living conditions being taken into consideration.

(b) County and district school levies shall not be counted. against any county or district in the disbursing of this fund.

(c) The state board of education shall apportion the fund provided for in this act semi-annually to the several counties and separate school districts, the auditor being furnished with a certified copy of the apportionment to be used by him in making out the warrants on this fund in favor of the county treasurers and treasurers of separate school districts. Certified copies of the apportionment shall also be sent by the state superintendent to the state. treasurer, the superintendent of public education of each county, each county treasurer and the treasurer of each separate school district.

(d) The manner in which this fund has been disbursed shall be included in the biennial report of the state superintendent of education to the legislature.

Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 22.

HOUSE BILL No. 287.

AN ACT to appropriate money for the aid of the agricultural high schools of the state of Mississippi for the scholastic years of 1921-1922 and 1922-1923.

Agricultural high schools—appropriation to aid.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of three hundred and fifty thousand dollars ($350,000.00) be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated for the aid of the agricultural high schools for the scholastic years 1921-1922 and 1922-1923.

How funds to be paid out.

Sec. 2. That the money appropriated by this act shall be paid. out in the manner prescribed by law; but no school shall receive
