CHAPTER 12.

HOUSE BILL No. 673.

AN ACT making an appropriation for the support and maintenance of the Alcorn Agricultural and Mechanical College.

For support and maintenance of Alcorn A. & M. College.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated, for the purposes hereinafter indicated for the support, and maintenance of the Alcorn Agricultural and Mechanical College for the biennium beginning January 1st, 1922 and ending January 1st, 1924.

For support and maintenance for 1922, including supplies, materials, labor, salaries, fuel

Provided, that out of the above appropriation, as much as $2,000.00 may be expended in the purchase of a plant for the manufacture of ice.

How funds to be drawn.

Sec. 2. The several sums of money hereinbefore provided for shall be paid by the state treasurer out of any money in the state treasury not otherwise appropriated, as the necessities of said institution may require, upon a written statement showing the necessity for drawing said amounts, made by the president or executive committee of said institution and approved by the president of the board of trustees.

Transfer of funds-How may be made.

Sec. 3. The president of said institution by and with the consent of the board of trustees, when the best interests of the institution will be served and economy and efficiency promoted, may transfer funds from one department to another. A statement of the date of said transfer, the amount transferred, and the reason for making the same, shall be spread at large on the minutes of the board of trustees. Provided, however, none of said funds so transferred shall be used for increasing or paying salaries.

All obligations must be paid out of this appropriation.

Sec. 4. The funds herein appropriated together with any funds of the college shall pay all obligations of the institution from January 1st, 1922, to January 1st, 1924.

Sec. 5. That this act shall take effect and be in force from and after its passage.

CHAPTER 13.

HOUSE BILL No. 274.

AN ACT making an appropriation for the support of the Mississippi Normal College for the years 1922 and 1923.

For support of Mississippi Normal College.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there shall be, and is hereby, appropriated out of any funds in the state treasury not otherwise appropriated, to meet the ordinary and special needs of the Mississippi Normal College for the years 1922 and 1923, and for the purpose herein shown the following sums, to-wit:

Support and maintenance (including salaries) for 1922 $ 85,550.00
For books, magazines, and papers for library, 1922
For campus keep and improvement, 1922
For student labor, 1922

For laboratory, 1922

Provided that the salary of the head of this institution shall not exceed $4,000.00 per annum, and the salary of no head of the different departments of this institution shall exceed $3,000.00 per

annum.

How Funds to be drawn.

Sec. 2 That all of the said amounts appropriated in section 1 of this act may be drawn from the state treasury upon warrants drawn by the auditor of public accounts, which said warrants shall be drawn monthly, or as needed thereon, and issued upon the draft or written request of the president of said Normal College, and with

the written endorsement and approval of the governor thereon. And the said treasurer shall pay all the said warrants out of any money in the state treasury not otherwise appropriated.

Trustees to disburse funds and report same in detail.

Sec. 3. The money appropriated by this act may be expended under the direction of, and with the approval of, the board of trustees of said Normal College; and a report of all such expenditures shall be made to the legislature, and said report shall contain also an itemized statement of all receipts and disbursements made in all departments. Provided, that all sums appropriated and not consumed as herein authorized shall be covered back into the state treasury.

All obligations of college to be paid out of this appropriation.

Sec. 4. The funds herein appropriated shall pay all obligations of the institution, to be paid out of the state treasury to January 1st, 1924.

Appropriation must be used for items designated only.

Sec. 5. That the appropriation for the specific items on this bill shall be used only for the purpose designated and any surplus left over from any items shall be covered back into the state treasury, and no contract shall be made by the board of trustees or obligations incurred in excess of the appropriations herein made, provided the trustees of the college may receive $5.00 per day for attending meetings of the board, to be paid out of the support fund.

Sec. 6. CHAPTER 14.

SENATE BILL No. 518.

AN ACT to appropriate the sum of $16,221.16 to cover deficits for the years 1920 and 1921 for the Mississippi Normal College.

To cover certain deficits in funds of Normal College.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there be, and is hereby appropriated out of any funds in the treasury not otherwise appropriated, the sum of $16,221.16 to meet deficit accruing for the years 1920 and 1921 in the operation of the Mississippi Normal College.

How fund to be drawn.

Sec. 2. That all of the said amount appropriated in section 1 of this act, shall be drawn from the state treasury upon warrant drawn by the auditor of public accounts, and issued upon the draft or written request of the president of the said Normal College, and with the written endorsement and approval of the governor thereon, and the said treasurer shall pay all the said warrant out of any money in the state treasury not otherwise appropriated.

Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 15.

HOUSE BILL No. 294.

AN ACT appropriating the sum of fifty thousand dollars ($50,000.00) for the use of the live stock sanitary board for the years 1922 and 1923.

Live stock sanitary board-appropriation for.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of fifty thousand dollars ($50,000.00), or so much thereof as may be necessary, is hereby appropriated, for the use of the state live stock sanitary board during the years 1922 and 1923, in the work of tick eradication, hog cholera, bovine tuberculosis, and other infectious and contagious and communicable diseases; and handling outbreaks of infectious and contagious diseases of live stock. Provided, that no part of said fund shall be expended for lawyers fees or legal expenses.

Sec. 2. That the same be paid upon presentation of proper certificates, signed by the secretary of said board and approved by the chairman.

Sec. 3. That this act be in force from and after its passage.

CHAPTER 16.

HOUSE BILL No. 296.

AN ACT making an appropriation for the general expenses of the state board of health and for the publication of literature on health subjects; for rural sanitation and county health work; for municipal inspection and sanitary engineering; for child welfare work and medical inspection of schools and school children; for chemical and bacteriological work; for control and eradication of the following diseases; typhoid fever, pellagra, hookworm, malaria, diphtheria, smallpox, and other infectious diseases, and for such investigation of disease as may be necessary in their prevention.

To provide for the maintenance of the state board of health and the con trol and eradication of disease.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums of money, or so much thereof as may be necessary, be and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated. For general and emergency expense of the state board of health, the publication of monthly health bulletins and other literature on sanitation, and for the eradication of pellagra, typhoid fever, malaria, hookworm disease, and other infectious diseases, and for general administrative work, for the year 1922

For food inspection and inspection of towns and cities of

the state and the enforcement of the sanitary regula-
tions of the state, and sanitary engineering, for the
year 1922

For the maintenance and equipment of the state hygienic
laboratory and for such chemical and bacteriological
work as may be necessary, for the year 1922...
For the bureau of vital statistics, for the year 1922
For rural sanitation and county health work upon a co-
operative plan between the federal government, the
international health board, and the county boards of
supervisors, for the year 1922

For child welfare work, including the inspection of
schools and medical examination of school children
of the state, and for co-operating with the federal gov-
