Provided, that the salary of the head of this institution shall not exceed $4,800.00 per annum.

How funds to be drawn from treasury.

Sec. 2. The several sums of money hereinbefore provided for shall be paid by the state treasurer out of any money in the state treasury not otherwise appropriated as the necessity for drawing such amount shall arise and on requisitions to be made by the president or executive committee of said institution and approved by the president of the board of trustees, and all such sums as shall not be used shall be covered back into the state treasury. Transfer of funds-How may be made.

Sec. 3. That the president of said institution by and with the consent of the board of trustees, when the best interests of the institution will be served and economy and efficiency promoted, may transfer funds from one department to another. A statement of the date of said transfer, the amount transferred, and the reason for making the same, shall be spread at large on the minutes of the board of trustees. Provided, however, none of said funds so transferred shall be used for increasing or paying salaries.

Sec. 4. That this act take effect and be in force from and after its passage.

CHAPTER 6.

HOUSE BILL No. 695.

AN ACT to appropriate the sum of $78,251.68 to cover outstanding claims incurred by the Mississippi A. & M. College prior to August 1st, 1920, on which the college received the benefits.

To pay outstanding claims of A. & M. College.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $78,251.68 be and the same is hereby appropriated out of any funds in the state treasury not otherwise appropriated, for the purpose of paying outstanding claims incurred by the Mississippi A. & M. College prior to August 1st, 1920, of which the institution received full benefits for support and maintenance.

Sec. 2. That this act be in force from and after its passage.

CHAPTER 7.

HOUSE BILL No. 276.

AN ACT to appropriate the sum of one hundred thousand dollars ($100,000.00) for the year 1922 and one hundred thousand dollars ($100,000.00) for the year 1923, to be used by the state plant board to prevent the introduction of, dissemination of, and to eradicate citrus canker, sweet potato weevil, pink boll-worm of cotton, alfalfa weevil, European corn borer, Argentine ant, foul brood of bees, camphor scale, black rot and stem rot of sweet potatoes, Mosaic disease of sugar cane, and other injurious insects and diseases, and enforce "the Mississippi plant act of 1918 as amended in 1920," and the "bee disease act of 1920," for the years 1922 and 1923.

Plant pests-appropriation to eradicate.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one hundred thousand dollars ($100,000.00) for the year 1922, and one hundred thousand dollars ($100,000.00) for the year 1923, or so much thereof as may be necessary, is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated to be used by the state plant board to prevent the introduction of, dissemination of, and to eradicate citrus canker, sweet potato weevil, pink boll worm of cotton, alfalfa weevil, European corn borer, Argentine ant, foul brood of bees, camphor scale, black rot and stem rot of sweet potatoes, Mosiac disease of sugar cane, and other injurious insects, diseases, and pests, and to enforce the provisions of the Mississippi plant act of 1918 as amended in 1920, and the bee disease act of 1920.

Funds to be expended under direction of state plant board.

Sec. 2 That the funds hereby appropriated shall be drawn and expended under the direction of the state plant board, for the purposes above specified, and no other.

Detailed statement of work and expenditures to be made.

Sec. 3. That a detailed report of all work done with an itemized account of the money expended be made by the plant board to the legislature, within ten days from the convening thereof.

Sec. 4. That this act take effect and be in force from and after its passage.

HOUSE BILL No. 355.

AN ACT for making an appropriation for the support and maintenance of the branch agricultural experiment station in McNeil, Mississippi. For support of McNeil experiment station.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be appropriated out of any money in the state treasury not otherwise appropriated, for the support and maintenance of the branch agricultural experiment station at McNeil, Mississippi:

How funds to be drawn-Proceeds of sales of products to be paid into treasury.

Sec. 2. For salaries of superintendent and employes the money hereby appropriated shall be drawn monthly, and for general purposes, quarterly, in the manner as provided by law under the direction of the board of trustees of the Agricultural and Mechanical College, on certificate of the director of the experiment station, approved by the governor, provided that said director shall pay quarterly into the state treasury the gross proceeds from the sale of all products raised at the station, except such products as are necessary for forage and feed and such as may be used upon the premises in board and maintenance of the employes of said station. Provided, further that the funds received from such sales for the last quarter of the biennium may be retained and used until the succeeding appropriation shall have become available and then the amount of such sales fund shall be charged against said appropriation and deducted therefrom.

Sec. 3. That this act shall take effect and be in force from and after its passage and approval.

For salaries of superintendent and employes the money hereby appropriated shall be drawn monthly and for general purposes quarterly in the manner as provided by law, under the direction of the board of trustees of Agricultural and Mechanical College on certificate of the director of the experiment station approved by the governor, provided that said director shall pay quarterly into the state treasury all the proceeds from the sale of such products raised at the station except products as are necessary for forage and feed and such as may be used upon the premises in board. and maintenance of the employes of said station. Provided further that the funds received from such sales for the last quarter of the biennium may be retained and used until the succeeding appropriation shall have become available, and then the amount of such sales fund shall be charged against said appropriation and deducted therefrom.
