Be it enacted by the Legislature of the State of Mississippi, That the following sums be and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated for the purpose hereinafter indicated for the support and maintenance of the Mississipi State College for Women, for the biennial period beginning January 1, 1922, and ending January 1st, 1924. Support fund for 1922 (including salaries, books and periodicals; printing; improvement of grounds; student labor; laboratory materials, chemistry, physics; biology, botany and zoology; hygiene, bacteriology and physiology; sewing, millinery, arts, domestic science, and academic departments.) How money to be drawn from treasury. Sec. 2. The several sums of money herein above provided for shall be paid by the state treasurer out of money in the state treasury not otherwise appropriated as the necessities of said institution may require, upon written statement showing the necessity for drawing such amounts, made by the president or executive committee of said institution and approved by the president of the board of trustees, and all such sums that shall not be used shall be covered back into the state treasury. Trustees, officers, etc., not to be interested in contracts. Sec. 3. No member, officer or agent of the board of trustees or employe of the Mississippi State College for Women shall be a party to or interested in any contract for materials used by any contractor doing work for the institution, or supplies used or needed in any department of the institution. The president shall make or have made a full and complete itemized account of all expenditures of money appropriated by the state and submit the same to the legislature not later than ten days after it convenes. Funds appropriated must pay all obligations of college. Sec. 4. The funds herein appropriated, together with any other funds of the college, shall pay all obligations of the institution STATE OF MISSISSIPPI 11 from January 1st, 1922, to January 1st, 1924. The above appropriation is made on the condition that no student shall be admitted from any county beyond the pro rata number allotted to each as provided by law; provided, if any county shall not have its full quota, the president may assign the vacancies to applicants from other counties. Transfer of Funds-How same may be made. Sec. 5. That the president of said institution, by and with the consent of the board of trusteees when the best interests of the institution w.ll be served and economy and efficiency promoted, may transfer funds from one department to another. A statement of the date of said transfer, the amount transferred, and the reason for making the same, shall be spread at large on the minutes of the board of trustees. However, none of said funds so transferred shall be used for increasing or paying salaries. Sec. 6. That this act shall take effect and be in force from and after its passage. Approved April 1, 1922. CHAPTER 4. HOUSE BILL No. 368. AN ACT making an appropriation for the support, maintenance, furnishing and equipment of the University of Mississippi for the years 1922 and 1923.
