tions of the Medical Referee in connection with medical examinations.

The Chief of the division assigns the field force and directs the distribution of the field work. The personnel consists of a Chief and seventy-two other employees, fifty-three of whom are on the field force.

Besides the office of the Chief, the work of the division is carried on by the: Review Section, Files Section, and Field Force. The work of the Review and Files sections is indicated by the respective titles.

The field work of the division is carried on by statutory special examiners and clerks detailed in accordance with the provisions of Section 4744, Revised Statutes, to districts throughout the country.

The field work includes cases which by reason of their intricacy cannot properly be disposed of through the regular channels of adjudication; cases in which there is seeming merit, but which lack necessary or satisfactory proof; also cases in which fraud or irregularity is apparent or suspected; and all other cases in which personal interview or interrogation of claimants and witnesses is

necessary.

Certificate Division. This division has charge of the issuing, numbering, and recording of certificates granting pensions, designating the groups at which payable; the granting of permits to draw pensions; the issuance of duplicate certificates where pension certificates have been lost or destroyed; and furnishing all proper information not shown on the certificate itself, in transmitting the certificate to the Finance Division. In this division is kept the "grand roll," on which is entered the name of every person who has ever received a pension certificate.

The personnel consists of the Chief and forty-seven other employees.

The division has two sections in addition to the office of the chief: Issuing Section and Recording Section.

The Issuing Section typewrites and reviews pension certificates and notices of allowances to soldiers and sailors or their dependents and other necessary papers of issue from admitted claims on account of military and naval service rendered prior to October 6, 1917 and on and after February 9, 1922.

The Recording Section makes a complete record of all pension certificates issued to soldiers and sailors or their dependents on account of service rendered prior to October 6, 1917 and on and after February 9, 1922, writes file jackets, and examines claims for duplicates of lost pension certificates, and prepares briefs for the reissue of those certificates.

Finance Division. The duties of the Finance Division consist of keeping the pension roll and noting changes therein; preparing pension vouchers and voucher and nonvoucher pension schedules for certification by the Commissioner of Pensions to the Disbursing Clerk for payment; making administrative examination of all accounts of the Disbursing Clerk; making requisition upon the Treasurer of the United States for funds for the payment of pensions and fees of examining surgeons; making estimates of appropriations for pensions and of the cost of any proposed pension legislation; keeping accounts of pension disbursements; preparing financial statements and tabulations currently needed and required for the Commissioner's annual report; dropping the names of pensioners from the roll on account of death and other causes; applying reports of admissions to soldiers' and sailors' homes and hospitals to the cases to which the reports relate; noting on the jackets changes in group due to transfer; and referring to the Widow Division cases requiring action in connection with claims for division of pension under the act of March 3, 1899.

The personnel consists of a Chief and 117 other employees. The division has the following sections: Correspondence Section, Group 1 Section, Group 2 Section, Group 3 Section, and Administrative Examination Section.

The Correspondence Section conducts the correspondence, and keeps the rolls, and has charge of the files.

Groups 1, 2, and 3 sections have charge of the payment of pensions.

The Administrative Examination Section makes administrative examinations of all accounts of the Disbursing Clerk.

Disbursing Division. This unit has charge of the making, issuance, and transmittal of all checks in payment of pensions on account of service in various wars; and annuities, refunds, and allowances under the Civil Service Retirement Act, upon vouchers,

payrolls, or schedules furnished by the Finance Division; the notation and certification of payments upon such vouchers, payrolls, and schedules, and the submission thereof to the Finance Division for administrative examination; the canceling of checks for any proper cause, and reporting such action to the Finance Division; the preparation and approval of indemnifying bonds for lost or destroyed checks and the issuing of duplicate checks in such cases; the preparation of monthly reports showing the amount of payments by classes and the daily and monthly balances; the changing of post office addresses of pensioners; and the carrying on of correspondence.

The personnel of this division consists of the Disbursing Clerk and 175 other employees.

The work of the division is distributed among the following sub-divisions: Sections 1, 2, 3, 4, 5, 6, 7, 8, and 9, Retirement Section, Miscellaneous Section, and Addressograph Section.

Sections 1 to 9 are engaged in making payments of pensions, and the Retirement Section in making payment of annuities, refunds, and allowances. The division of work among these sections is purely arbitrary.

The Miscellaneous Section receives and distributes mail to the proper sections of the division, and has charge of the general index of pensioners and of the supplies for the division, including stationery, blank checks, etc.

The Addressograph Section makes plates for addresses, prints schedules and checks, and arranges mail for delivery to the post office.

APPENDIX I

OUTLINE OF ORGANIZATION

EXPLANATORY NOTE

The Outlines of Organization in this series of monographs have for their purpose to make known in detail the organization and personnel the several services of the national government to which they relate. They have been prepared in accordance with the plan followed by the President's Commission on Economy and Efficiency in the preparation of its outlines of the organization of the United States Government.' They differ from those outlines, however, in that whereas the Commission's report showed only organization units, the presentation herein has been carried far enough to show the personnel embraced in each organization unit. These outlines are of value not merely as an effective means of making known the organization of the several services. If kept revised to date by the services, they constitute exceedingly important tools of administration. They permit the directing personnel to see at a glance the organization and personnel at their disposition. They establish definitely the line of administrative authority and enable each employee to know his place in the system. They furnish the essential basis for making plans for determining costs by organization division and sub-division. They afford the data for a consideration of the problem of classifying and standardizing personnel and compensation. Collectively, they make it possible to determine the number and location of organization divisions of any particular kind, as, for example, laboratories, libraries, blue-print rooms, or any other kind of plant possessed by the national government, to what services they are attached and where they are located, or to determine what services are maintaining stations at any city or point in the United States. hopes that upon the completion of the present series, it will be able to prepare a complete classified statement of the technical and other facilities at the disposal of the government. The present monographs will then furnish the details regarding the organization, equipment, and work of the institutions so listed and classified.
