DESCRIPTION OF PROPOSED CONSTRUCTION Construction of permanent, fire resistant, Administrative/Classroom, Academic and Maintenance Training buildings and preparation of a tactical training site complete with required utilities services, paving, walks, curb and gutter, storm drainage and site improvements. Work also includes fire protection and communications system for buildings, development of approximately 20 acres at the training complex for use in deployment of equipment at simulated tactical sites, fencing around the training site, and relocation of facilities on site. Building heating from self-contained oil-fired heaters. Not sited in a flood plain. Air Conditioning - 88 Tons. 11. REQUIREMENT: 81,128 SF Adequate: None Substandard: 3,200 SF PROJECT: Construction of a complex for Signal Intelligence/Electronic Warfare (SIGINT/EW) training at Fort Devens by the US Army Intelligence School, Devens (USAID). The REQUIREMENT: This project is required to provide training facilities with which to conduct instruction in the employment of newly developed SIGINT/EW systems that are being fielded in the 1982 - 1987 time frame. Operator and maintenance personnel require training in these systems. Administrative Ruilding requires facilities for security personnel who will have surveillance over the site as well as a security vault and classrooms for classified instruction. The Maintenance Training Building will be used for training in conjunction with the maintenance of tactical equipment configurations, inclement weather hands-on training and will house an aircraft hulk with QUICK LOOK II installed. The Academic 90-267 0-82--14 MAY Building is required for the majority of instruction in theory and application of the systems. Simulated tactical sites are necessary for training in deployment and use of the systems in the field. CURRENT SITUATION: Facilities used by the USAISD at Fort Devens are basement storage areas in permanent barracks buildings constructed in 1931. Overhead steam and water pipes and other service lines prohibit training for any system that produces classified output. Areas adjacent to the buildings which can be used for simulated tactical deployment sites are limited to only 10 acres and are used to capacity for SIGINT/EW systems now in use or scheduled for fielding in 1981. There are no facilities available at Fort Devens that can be feasibly converted or altered to satisfy the requirement for this project. IMPACT IF NOT PROVIDED: Training of operators and maintenance personnel for the new SIGINT/EW systems will be severely hampered with ultimate serious adverse impact on the Army's ability to collect intelligence data under combat conditions.
