C. The Committee on Irrigation and Reclamation met in the committee room, Old House Office Building, at 10 a. m., Hon. John R. Murdock, chairman, presiding. Other members present were: Hon. J. W. Robinson, Hon. Antonio M. Fernandez, Hon. Chester H. Gross, Hon. A. L. Miller, Hon. Frank A. Barrett, and Hon. George P. Miller. Chairman MURDOCK. The committee will come to order. This session has been called to continue hearings on H. R. 520, which is a bill to facilitate settlement of returning veterans on farms and projects constructed, operated, and maintained by the Bureau of Reclamation. We have with us this morning a number of witnesses, mostly from veterans' organizations, and I refer to witnesses other than representatives of the departments. However, we also have with us the representatives of the Bureau of Reclamation, and we may want to continue the questioning of them as we did at our last session. Before calling the first witness I would like to make a brief explanation. Members of this committee for some time past have been giving thought to the matter of suitable areas on newly irrigated land for veterans. At the suggestion of Congressman James G. Scrugham, at least 4 years ago, I introduced a bill with that in view before we knew we were going to have any veterans of the Second World War; and that was with the view of giving benefits to those who were veterans of the First World War and still earlier veterans. Mr. MILLER of California. May the record show at this point, Mr. Chairman, that the Honorable James G. Scrugham is now past vice commander of the American Legion, and in the early days of the American Legion was one of the most active men in the country in veterans' affairs. I have had the pleasure of knowing him in the past. Chairman MURDOCK. I am glad to get the comment of the gentleman from California [Mr. Miller] in regard to Mr. Scrugham. He has shown great interest in benefits for veterans. Mr. MILLER of California. He is a past national vice commander of the American Legion. Chairman MURDOCK.
