MAINLAND, Clerk and Staff Director (II) MILITARY CONSTRUCTION APPROPRIATIONS FOR 1982 WEDNESDAY, MARCH 18, 1981. STRATEGIC PROGRAMS MX UPDATE-DEPARTMENT OF DEFENSE WITNESS DR. SEYMOUR L. ZEIBERG, DEPUTY UNDER SECRETARY OF DEFENSE FOR RESEARCH AND ENGINEERING (STRATEGIC AND SPACE SYSTEMS) Mr. GINN. The subcommittee will please come to order. Today, the subcommittee will review three areas of the military construction request that support our defense strategic program. The fiscal year 1982 request includes $520 million for operational facilities and planning and design funds for the MX system. Following an announcement by the new administration on its position regarding MX, the committee will hold extensive hearings on this matter. Today we plan to receive an update on the current administration's reviews. The second program to be reviewed today is the Trident submarine. We will look at the status of the Trident development and the fiscal year 1982 request for $105 million in support facilities. We will examine the problems associated with the Trident submarine construction to determine what, if any, effect this has on the facility support program. The air-launched cruise missile program will be the third item reviewed. The committee is concerned about the overall timing of this program as it relates to basing decisions and the $103 million. fiscal year 1982 request for facility support. MX PROGRAM Mr. GINN. We will begin this afternoon with an update on the MX program with Dr. Seymour Zeiberg, Deputy Under Secretary of Defense for Research and Engineering. Dr. Zeiberg, we have asked you to testify today so that we might have a status report on the new administration's efforts to arrive at a position on the MX program.
